Background

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 4 (CS 4) covering the fiscal year 2018 to 2022, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

The YHP aims to support the health rights and wellbeing of young people in marginalised communities worldwide through research, advocacy, and on-the-ground programmes that are focused on the prevention of non-communicable diseases (NCDs). With a commitment to support and defend the health, wellbeing, and rights of young people, in Jakarta. In addressing the health needs of young people, the YHP takes a holistic approach that mainstreams gender equality, sexual and reproductive health and rights, and mental health. Given the significant cross over and influence of these areas on NCD risk behaviours, and since these areas are fundamental barriers to young people leading healthy lives, creating positive changes in the lives and health of young people requires an approach in which these areas are addressed and challenged. The project will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening, and advocacy.

Role Purpose

The MER Officer will support and assist YHP Project Manager and Project Officer to organize project MER, develop and maintain the project MER framework, ITT and support the project team in producing monthly, quarterly and annual reports in the implementation and the achievement of the project objectives which relates to prevention or reduction of the risk behaviours which can lead to NCDs, as well as supporting the broader health and rights of young people. S/he is responsible for successful implementation of the YHP project and growing the project portfolio. S/he will support the Project Manager to strengthen the Stunting Prevention, Adolescent Health, and End Violence Against Children (SPACE) programme management.

Dimensions of the Role

  • The post holder reports to the YHP Project Manager.
  • Support the Project Manager to develop and maintain operational project MER Framework, Indicator Tracking Table and annual plan.
  • Support the Project Manager to manage project archiving, lesson learnt and stories of change and sustainability of the project
  • Support the Project Manager to proactively work to influence, support and collaboratively working with local government related to sexual and reproductive health issues at district level, as well as schools.
  • Engage in advocacy, networking and coordination in the project area, and ensuring children and young people particularly girls and women are benefiting from the project.
  • Together with Project Manager be responsible for the application of the peer education model to obtain clear and correct information on issues of NCDs, as well as integrate cross-cutting issues such as gender equality, Sexual Reproductive Health and Rights (SRHR), mental health into programme activities.
  • Support the Project Manager in producing good quality of project monthly, quarterly and annual reports.

Accountabilities

Program implementation in line with the project design and planning

  1. Support Project Manager for planning and design of the project which in line with CS5, monitoring and evaluation framework, budget plans, and communications strategy.
  2. Support Project Manager to develop and submit a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans.    
  3. Ensure all project activities are implemented in timely manner in accordance with project design and planning.
  4. Together with project officer monitor, coordinate, and supervise Peer Educators on the implementation of all activities.
  5. Together with partners, support Project Manager to develop and implement the scaling up strategies as well as sustainability.
  6. Ensure project data collection and verification to avoid double counting and reported to Project Coordinator and MER Specialist.
  7. Working collaboratively with technical advisor/specialist in CO and district level for cross-cutting issue such as gender and inclusion, participation, safeguarding.

      Communication, Monitoring and Reporting

  1. Conduct day to day monitoring to target project location and facilitate discussion and coordination between stakeholders and school components as beneficiaries.
  2. Maintain positive communication and coordination with Project Manager and AHA team on project planning and Implementation.
  3. Able to facilitate or train project team and partners on M&E related subjects such as Data and Database Management as well report writing
  4. Support Project Manager to monitor project indicators progress and expenditure of project activities.
  5. Prepare progress reports for internal Plan use to Project Manager in monthly basis and/or other basis if needed.
  6. Together with Project Officer, collaborate with communications team to implement communications strategy and advocacy.
  7. Together with Project Officer, develop and implement project influencing strategy and planning at school and community level to promote NCD and SRHR, in collaboration with advocacy team.
  8. Support Project Manager in data input, cleaning and analysis.

      Networks, partnership and Learning

  1. Together with project officer, establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation.
  2. Maintaining high quality relationship with implementing partner, as well as reviewing reports and indicators.
  3. Facilitate learning process of internal development at district and provincial level.
  4. Support advocacy and influencing effort in developing NCDs related policy and programming at different level.
  5. Develop project documentation showing learning and best practices emerged during project implementation.
  6. Archive project document, lesson learnt, stories in organisation platform as knowledge management
  7. Seek innovation and put in place improved learning practices within and outside the program.

Financial and Administration

      1. Support the Project Manager to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation.

      2. Support Project Manager to facilitate project meeting, conferences and other special event; coordinate and attends meeting, and participates in discussion as appropriate in district level (when required).

Safeguarding & PSHEA

  1. Carry out safeguarding principles in every planning process, making risk mitigation analysis, implementation, documentation, monitoring, evaluation, and reporting within the project.
  2. Conduct behaviour that reflect of  professionalism, a culture of protection, prevention of violence, and the attitude to have the courage to report any form of violence against children and program participants and participate in regular evaluations through the Annual Appraisal related to safeguarding with supervisors
  3. Completely  in face-to-face induction and/or Safeguarding training and refresher training through the Plan Academy platform and promptly recertify.
  4. Collaboration with partner, vendor /consultant in implement safeguarding standard and well monitored

Technical expertise, skills and knowledge

Essential

  • Bachelor degree in Public Health/Social Welfare/Community Development/others relevant field.
  • At least 3 years of experience working on project management.
  • Experience of conducting monitoring and evaluation data collection and analysis, delivering on obligations and a good awareness of project requirements and priorities.
  • Experience in capacity building for local CSOs, Experience in representational roles.
  • Experience in delivering training on Data, Database Management and Report Writing.
  • Experience managing a team.
  • Good analytical skill, well informed about methods to capture change/results of project implementation.
  • Skill in a diversity of partnerships, NGOs, research and government.
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals.
  • Good in speaking and writing English.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing. 
  • Possess good judgement to deal with conflict.
  • Able to work both in team and independently with minimum supervision.

Plan International didirikan pada 1937 oleh wartawan Inggris John Langdon-Davies dan pekerja kemanusiaan Eric Muggeridge menyusul perang saudara di Spanyol yang membuat jutaan anak menderita. Jose, seorang anak korban perang ditemukan John L.Davies. Dibaju anak ini tertulis pesan dari ayah Jose, ”Ini Jose. Jika kota Santader telah jatuh, saya pasti telah terbunuh. Rawatlah Jose ini.” Sejak itu, pesan kemanusiaan menyebar diseluruh Eropa dan menggerakkan masyarakat untuk membantu anak korban perang. Kerja Plan terus bergerak ke Asia, Afrika dan Amerika untuk membantu meningkatkan kualitas hidup anak-anak terlantar.

Saat ini Plan International bekerja di 21 negara donor dan 51 negara program di seluruh dunia. Plan International bekerja di Indonesia sejak 2 September 1969, berdasarkan Nota Kesepahaman dengaan Pemerintah RI. Awalnya Plan International bernama Foster Parent Plan International (FPPI).
