Indonesia’s youth unemployment rate remains the highest among other age group populations causing the risk of youth becoming a demographic burden for the economy, despite the growing number of the youth population as a demographic bonus. About 1 in 4 Indonesians are young people[1] but contributed to almost half of the unemployed in Indonesia, and the majority are educated unemployed.[2] The 2020 Indonesian young workforce unemployment rate is almost 7 per cent higher than the global rate. They are also often perceived as vulnerable groups suffering from poor quality jobs, low pay, less experienced, and an indecent working environment. The Youth Development Index in 2019 also showed that the economic domain had the lowest index value compared to four other domains, which were worth 40% of the optimal achievement of 100.[3] The domains summarised the concerning situation of the two program sub-theme, which is a high proportion of the youth open employment rate (TPT), and the proportion of white-collar entrepreneurs, which is lower than the ideal number targeted.
Technological advancement and COVID 19 have shifted economic opportunities, with digital skills being identified as the most prominent growing demand in the economy[4], and also a workforce with high school minimum qualifications[5]. Technology literacy has become a prerequisite state for the youth to compete during and in the post-pandemic era[6]. Given the fact that Information Technology, Health and Social Work are employment sectors that exhibit growth in urban areas and contribute to the overall GDP growth. Sectors of manufacturing, retail, accommodation, and food services remain potential sectors to contribute to a larger proportion of the employment.
In Country Strategy 5, YEE will improve its strategy and implementation to improve its success rate to transform youth to secure employment or having a sustainable green business. This will be achieved by utilizing the existing modalities to support the implementation of its strategy in each stage of Youth Employment and Entrepreneurship Pathways. Derived from the 5 key strategies, it is then translated to more detailed action for the employment and entrepreneurship sub-theme:
- Ecosystem approach for the stakeholder based on pathways
- Digitalization of learning to improve cost competitiveness
- Ensuring market driven approach through the provision of labour market assessment and value chain
- Strengthening and maintaining relationships with the private sector focusing on specific types of Private Sector contributed significantly to YEE intended goal
- Alumni engagement for peer support
To ensure the implementation of digitalization of learning, and continue improvement of market-based modules development and training delivery, YEE program will hire TVET& Digital Learning Specialist.
Role Purpose
The TVET & Digital Learning Specialist will develop and manage YEE Digitalization Plan for impact in youth’s training program and digital development. She/he will accountable for market-based training modules development, the quality of training delivery as well as the expanding of digital learning platform.
Dimensions of the Role
- Develop and implement the YEE Digitalization Plan for impact of youth’s training strategy and digital application based on Plan’s culture, value, safeguarding and strategic objectives.
- Work with Innovative Partnership Specialist (IPS) to develop market-based training modules for youth’s employability
- Build network with TVET institutions to promote YEE digital platform as learning media for youth employability.
- Lead high impact training process that implemented through project portfolio and conducted by Project TVET coordinator, TVET Institutions, and in-house trainers / mentors
- Collaborate with Program Development division to project development process, especially related to learning and digital initiatives aspects
Accountabilities
YEE Digitalization Plan for impact of youth’s training strategy & digital application
- Formulate 5-year YEE Digitalization road map, including the annual detail implementation plan
- Lead digital initiative within YEE project portfolio, including developing digital applications, to be inline with YEE Digitalization road map and also to improve project cost effectiveness.
Work with Innovative Partnership Specialist to develop market based vocational training modules
- In collaboration with IPS, regularly carry out an employability study to keep the YEE job-skills modules are up to date and met the market needs.
- Develop 2 new training modules or up graded training modules based on market demand per year.
Build network with TVET institutions
- Support YEE Program Manager in building and strengthening network with TVET institutions both government-and private-managed to promote YEE digital modules as youth employability platform for learning as well as for job matching.
- Representing YEE in negotiation with TVET institution related training delivery approach and cost; and ensuring the result will align with YEE strategy in improving training cost effectiveness; targeting 10% cost reduction per youth each year.
- In collaboration with Project Managers and Project Coordinators, develop YEE capacity in training delivery through developing Mentors / Trainers Pool in 7 training subjects at the end of CS 5
High Impact learning Process that implemented through project portfolio
- Lead and manage market-driven training development material from instructional design, content development and workshop delivery to enhance learning experience
- Advise the preparation and implementation of both offline and online youth’s project training programs as well as maintain training’s SOP
- Manage operation, monitoring and evaluation of all projects training and digital application, ensuring the project is implemented properly and achieves optimal results and produces targeted impacts
- Partner with key training and digital stakeholders to fulfill training needs in project area and delivered innovative learning strategies and solutions
Collaboration on Project Development Process
- In collaboration with Program Development Division and other YEE staff / specialist, formulating project proposal both in Employment as well as Entrepreneurship pathway, especially related to learning and digital initiative aspects; at least 5 proposal per year.
- Together with Innovative Partnership Specialist, to develop, nurture and maintain strategic relations with Key Opinion Leaders (KOLs), institutions and industry stakeholders to drive thought leadership and ensure that our value proposition is differentiated in the minds of eye care professionals
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
- Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential
- Undergraduate degree in education, IT/computer science or other related field in the digital learning
- Minimum of 8 years of experience in digital training

- Understanding of Indonesia Government policies, laws, and institutions in relation to youth economic empowerment
- Good oral and written communication skills in English and Bahasa Indonesia
- Ability to provide technical guidance and support staff
- Ability to function efficiently and effectively with little day-to-day supervision
- Demonstrated skills problem solving and people’s management.
