The 2030 Agenda for Sustainable Development recognizes the important role of youth in achieving the Sustainable Development Goals (SDGs) and calls for action against the challenges faced by young people that limit their economic, social, and political inclusion. Since 2012, UNDP has been investing in exploring innovation by providing seed-funding to initiatives with the belief that innovation happens through practical explorations of new ways to address old problems.

In 2022, the youth population of Indonesia was estimated to be 65,82 million people, an increase of 1.39% compared to 2021. This makes the youth represents 24% of Indonesia’s population [1]. However, despite the large numbers, youth in Indonesia face many challenges including limited access and opportunities to start and develop a business, skill gaps in employment, access to climate action, barriers to political and civic engagement, as well as being unequipped to face uncertainty and crisis.

Youth Co:Lab

Following this issue, UNDP Indonesia has been working with the government to ensure young people can take part in the achievement of SDGs through Youth Co:Lab initiative under the Innovative Financing Lab. This program is supported by the UNDP Bangkok Regional Hub and the Citi foundation. It supports youth and other stakeholders to:

    • Strengthen the ecosystem that fosters opportunities for young entrepreneurs, social innovators and youth- led networks and organizations
    • Build the capacity of young entrepreneurs, social innovators and youth-led networks and organizations through developmental exercises and mentoring, and recognize their skills and talent
    • Provide the platform for enhanced coalition building and networking among young entrepreneurs, social innovators and youth-led networks and organizations with leaders and experts in the fields of business, development, finance, technology and innovation
    • Provide funding and investment platform to scale successful innovations both nationally and regionally.

Since its inception in 2018, Youth Co:Lab in Indonesia has reached more than 200 youth-led enterprises under its program, with more than 1,000 young people directly benefitting from it, and more than IDR 800 million being invested in these enterprises after they graduated from Youth Co:Lab [2].

Youth Empowerment in Climate Action Platform (YECAP)

In recent years, we are witnessing increased interest, engagement, and activism by youth on the climate agenda. Through climate strikes, conferences, coalitions, etc., young people have demanded governments and other relevant stakeholders to take urgent and collective actions on the climate crisis. However, young people are still often marginalized and excluded from important decision-making processes that will shape their very futures.

With this in mind, UNDP Asia-Pacific and the UNFCCC Regional Collaboration Centre for Asia-Pacific, RCC Bangkok, in collaboration with UNICEF East Asia and Pacific, UNICEF South Asia, the British Council, YOUNGO, Movers Programme and the 2030 Youth Force established a regional platform for youth empowerment in climate action, YECAP. And the platform aims to convene national activities during 2023-26 under the regional Youth Empowerment portfolio.

The strength of YECAP is to, instead of trying to create something entirely new, build on existing networks, structures and knowledge in the region, leveraging the unique assets of the convening partners to empower youth in climate action. This unique platform of collaboration between UN Agencies, non-party stakeholders and youth organizations in the region lays the foundation for a unique window of opportunity for youth empowerment and direct participation in the NDC revision, implementation and monitoring processes.

Youth Digitalization for Employability and Entrepreneurship Program (YDEEP)

The Youth Digitalization for Employability and Entrepreneurship Program (YDEEP) aims to create digital pathways for youth to not only support their employability, but to enable them to thrive as globally engaged citizens contributing to the sustainable development of their communities and beyond. With a marked focus on bridging the digital inequality gap for youth from underserved communities, the programme equips young people with the necessary 21st century and digital skills they need to prepare for the future of work.

Through its methodology, the programme will improve digital, soft and global citizenship competencies and skills to ensure comprehensive support to youth, particularly those from underserved communities including women. Besides directly empowering and working with young people, this project component aims to strengthen the overall skills development environment and structures to better prepare and equip youth for the future of work and bridge the digital inequality gap for those who are most at risk of being left behind.

Responding to this need, UNDP Indonesia will engage a Technical Assistant for Youth Engagement who will serve as the focal for youth engagement, mapping of youth-led innovative initiatives, lead youth-led dialogues of the county’s pressing issues and needs, and facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in Indonesia.

2. Scope of Work Summary of key functions:

  • Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
  • Assist in the coordination of project planning and preparation work especially for entrepreneurship and youth engagement related project initiatives.
  • Compile, summarize, and present basic information/data on specific project and related topics or issues.
  • Implement project standard operating procedures in line with the government and UNDP’s regulations.
  • Supports ongoing external and internal Youth Engagement Strategy strategies to raise national and international awareness of the program and to diverse project portfolio and project units.
  • Assist in partnership coordination with relevant government partners, UN agencies, development partners, private sector and other stakeholders to support the youth project, specifically in the following areas:
  • Provide administration and logistical support in organizing program in collaboration with the relevant partners.
  • Communicate with focal points of implementing agencies, relevant line ministries, UN agencies, development partners, private sector as required.
  • Maintain and up-to-date list of key stakeholders.
  • Identifying and evaluating potential investments in early & growth-stage companies through market research, and competitive analysis.
  • Develop an informed perspective of youth sectors, including managing and building the private sector Investments, and nurturing personal relationships with start-ups, accelerators, founders, and other members of the venture ecosystem.
  • c. Ensure communications and facilitation of knowledge management, specifically:
  • Provide regular updates from youth projects to the CO Communications Team and the BRH Youth Team, to ensure media presence;
  • Prepare social media plan for the whole year and be able to produce digital content to boost youth engagement; and
  • Prepare outreach materials associated with innovation, youth and public-private partnerships (i.e. PowerPoint presentations, brochures, etc.) as needed;
  • Identification of sources of information related to project implementation related issues.
  • Identification and synthesis of best practices and lessons learned directly linked to project goals;
  • Maintain effective network with development partners and Government at national level and subnational level; and
  • Sound contributions to knowledge networks and communities of practice (in their efforts towards knowledge management and knowledge networking through writing articles, case studies, and other documents).
  • Serve as UNDP Indonesia Youth Focal Point in the United Nations Inter-Agency Network on Youth Development (UN-IANYD).
  • Collect and keep track of youth-related practices within UNDP Indonesia, including the innovation and youth partners database
  • d. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that;

3. Institutional Arrangement

The Technical Assistant for Youth Engagement will work under the overall guidance of the Head of the Innovative Financing Lab and Technical Analyst for Innovative and Sustainable Finance, UNDP Indonesia. As part of duty, the NPSA holder will also need to coordinate with the regional Youth team in UNDP BRH. The incumbent works in close collaboration with the project team, operations units, and programme staff in the office to resolve administration-related issues and to ensure adequate exchange of information.

5. Minimum Qualifications of the Successful NPSA

Minimum Education Qualification

  • Bachelor’s degree in social policy, public policy, politics, economics, development studies or or related fields, with additional years of experiences, or high school with additional 3 years of relevant experiences will be given due consideration in lieu of Bachelor’s degree.

Min. years of relevant work experience

  • Two years (for bachelor’s degree) or 5 years with High School of professional experiences

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.

Badan Restorasi Gambut Results Enabling Facility (BRG REF)

Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.

In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.

Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.

In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.
