Archipelagic and Island States Forum was initiated in 2018 as a response to SDG 14: the conservation and sustainable use of oceans, seas, and marine resources for sustainable development. It is the agreed position of participating countries that the AIS Forum (“the Forum”) can be influential in mitigating climate change and the pursuit of social and economic sustainability. The Forum will create a space for financing innovative solutions and technologies, as well as engendering collaboration between stakeholders.
The Forum is designed to include all island states and archipelagic countries regardless of their location, size, and level of development. According to the OECD, co-operation between developed and developing countries will create a synergy as they often possess different types of expertise/knowledge, data, and other resources that are valuable for discovering the solutions and for dealing with multiple challenges. There are regional initiatives that allow island states to connect with and aid one another. However, a global initiative that brings together all archipelagic and island states is yet to exist.
The AIS Forum created a unique grouping of nations to address the challenges of sustainable ocean resource use, climate change resilience, ocean pollution, emergency management and sustainable fisheries. Through the AIS Forum Secretariat that resides under the UNDP Indonesia Country Office, it implements programs around Research and Development, Entrepreneurship Support and International Collaboration, all of which are intended to accelerate structural transformation for sustainable development and strengthen resilience to shocks and crises. Furthermore, the programs seek to promote economic diversification and green growth through low emission and climate resilient measures and to discover innovative nature-based and gender-responsive solutions for sustainable recovery. The AIS Forum Secretariat will act as a platform to meet the following outcomes:
- Strengthen the commitment of archipelagic and island states to be part of a collaborative action to address the common challenges in the areas of climate change mitigation and adaptation, sustainable blue economy, marine plastic debris, and good maritime governance
- Identify and work towards actionable, concrete collaboration and partnerships with all relevant stakeholders, including academics, private sector, government authorities, and international
- Encourage the development of an integrated approach to maritime and ocean governance
- Establish as an open-ended, complementary, integrated, and inclusive developmental forum to create a synergy with other initiatives
- Scope of Work Summary of key functions:
The Technical Assistant for Blue Financing is responsible for assisting activities on Blue Financing Strategic initiatives including but not limited to the priorities identified by the AIS countries. S/he is responsible for contributing to Annual Work Plan, overall development, and coordination of the Blue Financing Strategic activities in the program of innovative financing, blue economy development index and all related blue economy initiatives. The key responsibility of the Technical Assistant for Blue Financing is described below:
- Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
- Assist in the coordination of project planning and preparation work especially for blue financing strategic hub related project initiatives.
- Compile, summarize, and present basic information/data on specific project and related topics or issues.
- Implement project standard operating procedures in line with the government and UNDP’s regulations.
- Supporting the development of knowledge products and practical resources to accelerate the role of sustainable finance in the blue economy.
- Developing guidance as necessary, supporting scoping exercise for pilot projects with a marine focus, contributing to briefing documents, or training materials.
- Assist in partnership coordination with relevant government partners, UN agencies, development partners, private sector and other stakeholders:
- Provide administration and logistical support in organizing program in collaboration with the relevant partners.
- Communicate with focal points of implementing agencies, relevant line ministries, UN agencies, development partners, private sector as required.
- Maintain and up-to-date list of key stakeholders.
- Maintain an up-to-date database of development partners’ country strategies.
- To support work producing a policy briefing on enabling conditions to mobilize private finance into the environment project, possibly in collaboration with external stakeholders, as required.
- Provides administrative support to the Project Management Unit focusing on achievement of the following results:
- Act as the focal point for AIS blue financing strategic initiatives including initiating program and coordination with potential partner, vendor and development banks in AIS countries.
- Provision of general office assistance such as response to complex information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; and organization of meetings.
- To support the organization and execution of a series of relevant activities to ensure financial institutions are actively engaged in the Sustainable Blue Economy Finance Initiative.
- To support the work of the Sustainable blue financing initiative and Community of Practice on exploring alignment with the Ministry of Finance’s work on a taxonomy for sustainable finance, as necessary.
- The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that;
- Human rights and gender equality are prioritized as an ethical principle within all actions;
- Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;

The Technical Assistant for Blue Financing will work under the overall supervision of the Project Coordinator for AIS. The incumbent is expected to work closely with the Archipelagic and Island States project team and work closely with the other team members in UNDP

- Bachelor’s degree in development studies, economics/economic development, financing, financial analyst, accounting, or related fields, with additional years of experiences, or high school with additional 3 years of relevant experiences will be given due consideration in lieu of Bachelor’s degree.
- Two years (for bachelor’s degree) or 5 years with High School of professional experiences in project coordination and management environment related project / related initiatives, especially on blue financing or blue economy issues.

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.
The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.
Badan Restorasi Gambut Results Enabling Facility (BRG REF)
Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.
In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.
Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.
In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.
