In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system.

The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:

• Power system transformation
• Sustainable energy finance
• Industry decarbonization
• Island energy solutions
• Just Energy Transition

The technical advisor provides technical and strategic advice to Bappenas and other relevant ministries as well as East Kalimantan and South Sumatra provincial governments on topic related to Just Energy Transition (JET) on behalf of the GIZ Energy Programme Indonesia.

To support institutionalization of just energy transition related work under the Energy Programme, GIZ seeks one (1) motivated and qualified Indonesian candidate for this position. Job title in SAP system will be as an Energy Advisor.

Task and Responsibility

The main responsibility of the Technical Advisor shall include, but not limited to, the following areas:

• Provide advice and technical support to Bappenas, other relevant ministries and national (quasi) government bodies as well as East Kalimantan and South Sumatra provincial governments in:
• developing a JET knowledge platform
• JET framework
• co-organise the steering team meetings.
• Facilitate consultations between the Regional Consultation Forum, relevant national ministries, and other stakeholders to synchronize the economic transformation policy-making process in the context of the energy transition.
• Support the Inter-regional Component of the Innovation Regions for a Just Energy Transition Project in:
• Preparing and facilitate Indonesian regional and national stakeholder participants to actively and meaningfully contribute to:
• the peer-to-peer knowledge exchanges, possible formats include study tours, communities of practice, JET working groups trainings.
• international policy processes and virtual policy dialogues expert exchanges, conferences, seminars etc.)
• Organising expert exchanges, a national high-level policy dialogue, and preparing JET policy recommendations.
• Contribute to the GIZ portfolio development, including the participation in the preparation of new project concepts.

While the position is anchored to the project “Innovation Regions for a Just Energy Transition”, which runs until 30.06.2026, the advisor shall support the Energy Transition Cluster and projects within the Energy Transition Cluster.

Job Requirements

• University degree in electrical engineering, renewable energies, social studies or similar relevant fields
• At least 5 years working experience in energy transition projects/programs, just transitions.
• Deep understanding of Indonesia’s energy transition, its potential risks and opportunities, and strategies to empower affected stakeholders to mitigate risks and seize opportunities for sustainable growth.
• Strong network in the governmental, public and private Indonesian energy sector
• Having stakeholder management skills
• Excellent written and verbal communication, interpersonal and presentation skills (English and Bahasa Indonesia)
• Outstanding conceptual and strategic thinking skills
• Previous experience in procurement and steering of external international and national consultants is an advantage.
