USAID SEGAR is seeking one short-term technical assistant (consultant) Consultancy to develop agroforestry product business plan for LPHD Karangan Dalam .

USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia´s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth. USAID SEGAR works to ensure that environmental governance (EG) bodies and natural resource managers equitably enforce NR laws, policies, and regulations (Outcome A.3.). Part of the strategy to achieve this outcome is to strengthen the demand for/supply of improved environmental governance by public, private, and civil society stakeholders.
For several years, the Activity has supported the improvement of SP4N LAPOR (an integrated public complaints management system managed by the national government) to better manage community-level reports on environmental threats and transgressions in four pilot districts (North Aceh, Sanggau, East Kutai, and West Kotawaringin) and one province (Aceh). In FY25, the Activity will support the West Kotawaringin district government to develop a SP4N LAPOR glossary, which will conclude the Activity’s support for strengthening SP4N LAPOR at district level. In parallel, the Activity will consolidate lessons learned from the pilot districts/province, and scale them up to a national level through policy dialogues and development of national glossary. The consultant will be hired to support these activities.

Expected Outputs and Outcomes

• Agroforestry business plan for LPHD Karangan Dalam.
• Strengthened capacity of LPHD Karangan Dalam members in developing and implementing an agroforestry products business plan.

Key Tasks

1. Preparation: coordination meeting with USAID SEGAR, develop method and workplan, Provide the Draft business plan document structure.
2. Review related documents Social Forestry Work Plan (RKPS) of LPHD Karangan Dalam, Biodiversity and Social Economic Survey in Village Forest of Karangan Dalam, Document Plan of DSN in Karangan Dalam, Long Term Forest Management Plan Document of KPHP Bengalon (RPHJP), Medium Term Village Plan of Karangan Dalam (RPJMDes), etc.
3. Series of meeting with LPHD Karangan Dalam and relevant stakeholders (participatory data collection).
4. Writing draft business plan document
5. Workshop on validation of draft business plan document and the operationalization of business plan
6. Finalization of Business plan document
7. Report writing

Deliverables

1. Workplan and outline of business model document
2. Summary of related reviewed documents, and participatory data collection instruments (key questions for selected data collection methods)
3. List of resources person met and brief meeting notes (pointers).
4. Draft business plan
5. Notes from the validation workshop.
6. First Draft of Final Report
7. Final Report including final business plan document

Qualifications

• Bachelor’s degree in a field relevant to Economics, Agriculture, Agribusiness, or other related fields.
• Demonstrated experience in preparing business plans for plantation commodities or land-based commodities.
• Demonstrated experience in working on sustainable product in Social Forestry especially
• Experience working with local government, private sector organizations or business association) and local communities on issues relevant to cocoa commodities and/or plantation commodities.
• Strong understanding of community development and empowerment and ability to assist or empower community groups.
• Demonstrated experience in facilitating and training for community.
• Fluency in oral and written English
