The Social Sustainability and Inclusion (SSI) Global Practice (GP): The SSI (formerly Social Development) GP helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The GP engages with citizens, communities and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. It prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities! It also works across the Bank’s portfolio to implement the environmental and social framework (ESF) strengthen inclusive development. Cross-GP collaboration is critical for the ESF and for the direct operational work of the staff.

Key areas for our Practice include expanding the engagement on the social dimensions of climate change including community level adaptation finance and capacity building, engaging in national climate and social justice dialogues, preventing violent extremism, addressing the long-term challenges for children exposed to violence, GBV, gender economic empowerment, SOGI, disability inclusion, and strengthening citizen engagement, including efforts to decentralize information collection and analysis to the community level.

SSI in EAP and Indonesia: The SSI Unit 2 (SEAS2) in the East Asia and Pacific (EAP) region is responsible for: (i) undertaking social analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Bank’s work in the region; (ii) ensuring compliance with the Bank’s social safeguards policies and the implementation of the ESF; (iii) undertaking Advisory Services and Analytics (ASA) in the form of thematic studies on social development issues, country social analysis, and Reimbursable Advisory Services; (iv) leading the preparation and supervision of lending operations that promotes inclusion of vulnerable groups including women and youth often through a community-driven development approach (CDD); and (v) facilitating partnerships and dialogue with civil society through outreach and engagement.

We are recruiting a Social Development Specialist, based in Jakarta to support social impact and risk management of World Bank-funded operations by providing operational support to Bank teams and government counterparts to implement World Bank Environmental and Social Framework (ESF) and social safeguards policies. The Specialist will also assist with mainstreaming and operationalizing Gender and Social Inclusion objectives across the World Bank portfolio for the country team. The selected candidate will report directly to the SSI Practice Manager (SEAS2) and will work under the day-to-day supervision of the Social Safeguards Coordinator for Indonesia and Timor Leste based in Jakarta, Indonesia, and will be expected to work closely with the country unit and Task Teams, as well as across the East Asia and Pacific Region, as relevant.

Duties and Responsibilities:

  • Provide an ongoing guidance to the project implementation unit (PIU), the contractor and the consultant working for the project, and support dialogue with relevant government counterparts, on social risk management including but not limited to: land acquisition and resettlement, Indigenous Peoples (IP), partner engagement including grievance mechanisms, social inclusion, social sustainability, labor and working conditions, community health and safety, livelihoods restoration and Sexual Exploitation and Abuse/ Sexual Harassment (SEA/SH).
  • Participate in implementation support missions, carry out site visits and assess compliance with applicable safeguards instruments, and contribute to mission Aide Memoirs or Back to Office reports, as relevant, as well as the Implementation Status and Results (ISR) Report and other documentation as required.
  • Advise on the assessment, mitigation and monitoring of project social risks and impacts, as relevant.
  • Review ESF/ safeguards instruments and implementation progress reports prepared by the government counterparts and provide technical mentorship and comments.
  • Support knowledge development on and improvements to the management of social risk through stock-taking of good practice, sharing of project experience with internal and external audience, etc.
  • Develop and support the implementation of analytical work that informs the social development aspects of key policy and operational decisions in areas such as gender, social inclusion, and disability.
  • Engage in policy dialogue with government agencies on social development and related topics such as citizen engagement, social inclusion and gender equality.
  • Contribute to cross-practice teams responsible for the preparation of policy notes, Systematic Country Diagnostics, Country Partnership Frameworks, Country Policy and Institutional Assessments, sector studies, Portfolio Reviews and research and policy development activities on the full range of social development topics.
  • Contribute to team building within the SEAS2 social development team through collaboration, knowledge sharing, learning activities and team meetings.
  • Maintain active engagement with broad range of key stakeholders, including development partners, the private sector and civil society.

Selection Criteria

  • Master’s degree with 5 years’ experience (e.g., Sociology, Anthropology, Economics, Political Science).
  • Demonstrated knowledge on development projects per international standards such as issues on: land acquisition and resettlement, Indigenous Peoples (IP), stakeholder engagement including grievance mechanisms, labor and working conditions, community health and safety, livelihoods restoration and Sexual Exploitation and Abuse/ Sexual Harassment (SEA/SH).
  • Shown skills and direct work experience with at least one or more of the following: stakeholder engagement; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation; and grievance redress mechanisms.
  • Good analytical skills, operational experience in social risk management, and ability to integrate social sustainability and inclusion in development projects. This requires proficiency on social development issues and with demonstrated ability to support project management.
  • Knowledge of or experience with Government of Indonesia operational and administrative procedures will be an advantage.
  • Proven experience with Bank operations, policies, procedures and processes, including safeguard policies will be an advantage.
  • Proven track record in communicating complex issues in a clear and concise manner to different partners.
  • Excellent interpersonal, problem-solving, diplomacy and team skills, and the ability to work with a range of internal and external partners to effectively build consensus to achieve constructive outputs.
  • Strong organizational skills, with ability to prioritize, deal with frequent and unexpected changes, and work within tight timeframes.
  • Experience working on complex and multi-sectoral development challenges in Indonesia.
  • Excellent oral and written communication skills in English and Bahasa Indonesia.
  • Ability to identify, analyze and propose practical solutions to a broad range of technical and operational issues during project preparation and implementation.
