SHE CO-ORDINATOR

Location: Cikarang

Reports to (role): SC Site Lead

Your Role

Job Purpose

Co-ordinates the overall implementation and maintenance of the HSE management system and promotes continuous improvement practices which reduce the business HSE risk. She/He also will be responsible for planning, directing, and coordinating activities concerned with the design, installation, modification, and maintenance of equipment and machinery at the facility.

Main Responsibilities in HSE: –

The Health, Safety & Envt (HSE) Co-ordinator has the overall responsibility for co-ordinating the management of Health, Safety & Environment improvement activities to achieve excellence at the site level. This position will work with site Supply Chain teams to develop the local HSE strategy and improvement plans to achieve sustainable HSE excellence by reducing injuries, illnesses and embedding the sustainability agenda & culture as measured in the core Key Performance Indicators (KPIs). 

• Deploy the Central HSE policy and standards whilst co-ordinating the localization and implementation of the site vision, policies & strategy on HSE to achieve excellent sustainable results.
• Co-ordinate and work with SC teams responsible to deliver Occupational Health, Safety & Environment results
• Drive safety and environment risk assessments with SC teams and develop/implement appropriate controls
• Develop a thorough understanding of the Upfield Process Safety Management (PSM) Program and support the deployment in the site and support the application of Upfield guidelines and procedures for Process Safety assessment 
• Influence senior management and drive safety and environmental leadership through line management
• Monitor site legal compliance and ensure the site meets all local and national regulatory requirements and Upfield standards, provide advice on national HSE legislation requirements & implement relevant procedures and policies.
• Work closely with Occupational Health personnel to identify and mitigate risks which may lead to occupational ill health. 
• Assist the site leader to develop and lead the internal crisis committees and safety committees; support the site leader in leading serious incident investigation and analysis.
• Advise line management in all accident/incident investigations.
• Conduct trend analysis from incidents, near misses, safe behavior observations and deep compliance audits
• Develop and deploy internal HSE auditing and inspection systems, participate in audits of other Upfield organizations when required
• Implement Upfield’s security policies and protocols to make sure that the work environment is safe and secure for all employees and visitors.
• Responsible for monitoring the security operations at the facility.
• Oversee the operations of the Site’s Security access control system whether outsourced or run by Upfield
• Determine HSE training needs with the SC team and assist in delivery of training programs with HR
• Oversee and support the reduction of the site’s environmental impact in the areas of COD, hazardous & non-hazardous waste, Sox & CO2 emissions and water and energy consumption.
• Responsible for all environmental compliance including Waste management, Air Permits, Waste Water Permits, etc.
• Support the Sustainability Agenda- responsible for data collection in relation to sustainable practices for manufacturing in accordance with Upfield’s ESG / Sustainability agenda.
• Any other duties as assigned.
• Drive and facilitate the implementation of the SHE systems in line with system standards (such as SMK3, PROPER); Corporate standards and guidelines; Legislative requirements and Business process requirements.
• Co-ordinate monitor and audit all SHE activities related to the business.
• Custodian of the business SHE system and ensures that adequate data and document management practices are adhered to.
• Drive and collate general SHE risk assessments and co-ordinate SHE related contracts e.g. Fire Equipment, contractors & service providers
• Deliver SHE training programs, liaising with regulatory authorities, independent SHE audit bodies and the Upfield SHE team.
• Formulate and prepare legal appointments in terms of regulatory and system requirements.
• Prepare and present reports on accidents and violations and determine causes.

Skills, Experience and Qualifications: –

• Education: Bachelor’s Degree; B.A or B.S, in Occupational Safety Management, Industrial Hygiene, Environmental Science, Chemical/Industrial/Mechanical Engineering from an accredited institution 
• Practical experience, with a minimum of 3 to 5 years, in the field of HSE, Experience in Manufacturing and/or Engineering.
• Holder of Health and Safety General Expert from Ministry of Labor.
• At least 5 years’ relevant experience in a SHE & Engineering role.
• Sound SHE & investigation and report writing skills. 
• Familiar with PROPER assessment from ministry of Environment and Forestry (KLHK)
• Excellent knowledge of legislation and safety standard
• Crisis management experience with impeccable judgment, analytical and problem-solving skills
• Certified in SMK3 would be an advantage.

ESSENTIAL SKILLS:

• Proficiency with MS Office (Word, Excel, PowerPoint); sharepoint, EHS Reporting Systems (Power BI etc), SAP
• Strong communication skills, both verbal and written, with the ability to influence others.
• Strong interpersonal skills; the ability to build collaborative relationships and networks with multiple and diverse stakeholders, internal and external partners.
• Ability to work collaboratively in a team environment
• Ability to drive change and innovation by gathering knowledge and resources to ensure tasks are completed within timelines to a high degree of accuracy and professionalism.
• Ability to understand and influence teams to adapt to new ways of working
