Contract duration: 1 year (renewable, subject to funding and only until Dec 2024)
Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Background
Better Work Indonesia was established in 2011 and has grown to include over 200 participating factories, impacting almost 400,000 workers, of which 80 per cent are female. In 2016, Better Work Indonesia created a national foundation, the Foundation Partnership at Work (Yayasan Kemitraan Kerja), to ensure the sustainability of the programme. The current phase of Better Work Indonesia capitalizes on the work and structures already put in place by continuing to support the Indonesian government and social partners to improve policy, laws and labour market governance systems based on the Better Work experience and ILO policy advice. The next phase will focus on full transition of Better Work Indonesia functions to the Foundation. A key focus will be to formalize coordination mechanisms between the ILO, Better Work, the tripartite constituents, other relevant stakeholders and the Foundation, for the future.
Function
As part of the overall global Better Work programme, the position’s main function is to support the transition process of the Better Work Indonesia programme to the Foundation Partnership at Work with a focus on:
The legal, administrative, governance and accountability mechanisms to be put in place between the ILO, Better Work and the Foundation;
Representing the programme in high level discussions and supporting the continuation of the partnership with national constituents and the programme’s key stakeholders, post-transition.
Reporting line
Under the direction of the Better Work Programme Director, the Better Work Indonesia Senior Program and Operations Officer reports to the Head of Better Work in Asia for Better Work-related activities. The Senior Program and Operations Officer will remain under the direct supervision of the ILO Jakarta Country Director with respect to political and administrative matters of the Better Work Indonesia Programme.
Description of Duties
1. In collaboration with other Better Work Country Programmes and with support from Better Work Global, manage a small team of ILO staff to support the transition of the Better Work Indonesia (BWI) programme to the Foundation Partnership at Work (the Foundation). This includes the set-up of the necessary agreement/s regulating the relationship between the ILO, Better Work and the Foundation. These agreements will ensure that the highest levels of transparency, accountability, credibility and quality are maintained by the Foundation and will need to clearly set out the way in which the Foundation will operate in relation to, among other areas, its relationships with the ILO, external donors, M&E, communications, intellectual property, in-country visibility, etc;
2. Support the Foundation in actively engaging with national social partners to identify and implement collaborative strategies to promote greater compliance in the garment industry with international labour standards and national laws. This will entail ensuring strong collaboration with related and complementary activities of the ILO, IFC and other institutions. The Foundation will also be supported to develop specific programme approaches and manage zero tolerance protocol cases, industrial relations disputes or otherwise serious labour law violations affecting factories in the programme, together with national constituents;
3. Ensure, together with the Foundation, the active engagement and partnership with the national tripartite constituents, factories and international brands associated with the programme, during and post-transition;
4. Maintain strong relationships with the multi-lateral and bilateral donor community and international buyers to mobilize resources in support of Better Work Indonesia and the Foundation;

5. Support effective and efficient administrative and financial systems between BWI and the Foundation to ensure effective financial management, an appropriate and efficient quality control system and reporting and administration of the programme’s strategy and associated policies and practices;
6. Manage, in coordination with the Foundation, the implementation in Indonesia of the global monitoring and evaluation strategy, and support further research and analysis as required;
7. Conduct high-level communications to maintain the profile of Better Work Indonesia and the Foundation with international buyers, international opinion makers and media as well as within the ILO and IFC. This includes representing the programme at national and international levels;
8. Oversee regular reporting to Better Work donors, international buyers, and Better Work management on the progress of the programme;

9. Develop and strengthen links with other ILO programmes in Indonesia as well as with the Regional Office to maximise impact and synergies of Better Work and other related programmes;
10. Actively collaborate with other Better Work country programme managers to contribute to the development and implementation of the global Better Work programme, including its policies, tools and strategies. Help to ensure greater alignment in systems and processes with the global Better Work programme;
11. Promote the inclusion of gender equality and non-discrimination in all aspects of the programme;
12. Support activities of Better Work Global and/or other Better Work country programmes on request by Better Work Global.
Required qualifications
Education
Advanced university degree (Master‘s or equivalent) with demonstrated experiences in law, international development and/or in another relevant field;
A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience may be accepted in lieu of an advanced university degree.
Experience
At least seven years of professional experience in the areas of industrial relations and engagement with tripartite constituents; labour compliance; institutional development; public policy; project management; or related fields in a senior level position; including at the international level. Relevant experience working in Asia and/or in Indonesia would be an advantage.
Languages
Excellent command of English. A working knowledge of Bahasa or knowledge of another ILO official language or other local languages will be an advantage.
Competencies
1. Excellent legal, administrative and negotiation skills including capacity and/ or experience in drafting agreements and memorandums of understanding/ partnership agreements between institutions.
2. Experience in managing change processes, promoting institutional development and tripartite consultations, particularly in a middle-income country context, including capacity to support the final stage transition of Better Work Indonesia to an independent local organisation.
3. Ability to mobilise resources, forge partnerships and communicate clearly and at a high level about sustainability and other strategies.
4. Demonstrated ability to define and resolve problems in a manner that reflects the interests of stakeholders, promotes social dialogue and tripartism, and supports implementation of international labour standards.
5. Understanding of the key tenets of industrial relations in Indonesia, as well as solid understanding of industrial relations dynamics and actors at the global level in the garment industry.

6. Excellent analytical skills including demonstrated ability to devise socio-economic research and analysis and write reports.
7. Ability to provide authoritative policy and technical advice and guidance when required.
