This is a job posting on behalf of our subsidiary, PT Hok Tong.

Halcyon Agri Corporation Limited is a wholly-owned subsidiary of Hainan Natural Rubber Industry Group, a publicly listed company in Singapore. Headquartered in Singapore, the group employs over 14,000 peoples across over 100 locations worldwide. Leveraging an extensive network of plantations, factories, warehouses, terminals, and sales offices, the company distributes a wide range of natural rubber products to our customers worldwide.

We are looking for a Country HR Manager to be based in Palembang, Indonesia. The incumbent will oversee the full spectrum of human resources functions for our companies in Indonesia.  He/she will be responsible for providing HR leadership, ensuring compliance with Indonesian employment regulations, and driving HR initiatives aligned with the Group’s overall business objectives.

Key Responsibilities

  1. Collaborate with functional and department heads to understand HR needs and ensure alignment with HR goals, objectives, and achievements.

  2. Consolidate and report all Headcount, Manpower, and Mapping data for all factories in Indonesia, ensuring accuracy and compliance.

  3. Ensure all HR activities comply with relevant regulations and standards, including training and development, employee safety and health, legal requirements, and environmental and workers’ rights policies.

  4. Implement and update annual compensation and utilization programs; review and revise job descriptions with managers as required.

  5. Recommend, develop, and implement HR policies, procedures, and guidelines, including maintaining an up-to-date employee handbook.

  6. Administer payroll processes, including wage payments, tax deductions, and pension benefits; manage claims, process changes, approve invoices, and monitor service quality for efficiency and cost effectiveness.

  7. Oversee the full recruitment lifecycle, including selection processes and effective onboarding of new employees.

  8. Provide employee relations support, including counseling, and manage the smooth administration of employee orientation and termination.

  9. Ensure all internal and external HR communications, including advertisements, adhere to brand standards and are effectively delivered.

  10. Prepare and organize HR reports, including employee headcount and employment status reports.

  11. Stay updated on HR management trends and communicate relevant developments to directors, managers, and staff to enhance service quality.

  12. Foster a harmonious and positive work environment to support employee engagement and productivity.

  13. Implement and oversee employee health and safety programs, including medical check-ups and healthy lifestyle initiatives, and track/report program effectiveness.

  14. Recommend continuous improvements in policies, processes, and approaches to enhance departmental efficiency and quality of HR services.

  15. Perform other urgent or related duties as assigned, including matters related to office management systems, administration, general affairs, and other ad-hoc tasks.

Qualifications & Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field. Master’s degree or HR certification (e.g., SHRM, CIPD, GPHR) is an advantage.

  • Minimum 8–10 years of progressive HR experience, with at least 3–5 years in a managerial role in Indonesia.

  • Strong knowledge of Indonesian labor laws, HR best practices, and market trends.

  • Proven track record in managing HR functions within multinational or group company structures.

  • Excellent interpersonal, communication, and leadership skills with the ability to influence stakeholders at all levels.

  • Language proficiency in Mandarin and English is required (both spoken and written for the correspondence with China headquarter), ability to communicate in Bahasa Indonesia would be an added advantage.

  • Ability to work independently, adapt to a fast-paced environment, and manage multiple priorities.
