Job Description – Senior Finance and Administration Assistant (230056)

This vacancy is a local staff position. It is open only to nationals and residents of Indonesia.

This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

The position is assigned in the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. IRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Indonesia.  

Job Purpose

The Senior Finance and Administration Assistant will provide support to the Finance and Administration Unit of IRM, mainly on finance and accounting; human resources; and general logistical support to the office operations. The incumbent will report to the designated International and senior National Staff.   

Responsibilities

•    Prepares and verifies vouchers, receipts and other supporting documentation for IRM’s financial transactions and properly processes them in ADB’s Financial Management Accounting System (FMAS).
•    Maintains accurate and timely accounting records and provides periodic and ad hoc reports of IRM financial transactions relating to both operational and administrative activities in accordance with ADB’s guidelines and procedures.
•    Processes and accounts for disbursements of IRM operational and administrative activities including payment for contractual services, day-to-day cashiering, bank functions (e.g., deposits, withdrawals), and handling of IRM petty cash.
•    Facilitates payment for regional technical assistance/technical assistance (RETA/TA) and other related transactions and prepares the liquidation reports for projects in coordination with project officers and CTLA-TA.
•    Assists the team in the preparation of annual and medium-term operational plans, administrative budgets and various budgets for IRM. 
•    Acts as Alternate Budget Coordinator for IRM by recording and updating the annual and mid-year budget in the Budget Management Control System (BMCS). Monitors and analyzes utilization to ensure that expenditures are properly accounted for and that deviations from forecasts are justified. Establishes and maintains a computer-based information system for budget administration and monitoring.
•    Provides support in all phases of IRM’s human resource management as well as other personnel management functions including processing and monitoring of overtime, leave, attendance, etc.
•    Provides effective support related to building and office maintenance, furniture and equipment maintenance that includes the selection and engagement of service providers, monitoring of quality and economic use of office supplies, and maintenance of inventories and adequate stock of supplies.
•    Monitors work of the general service staff and service suppliers to ensure IRM office is well maintained. Arranges transportation for the RM routine needs and mission travel.  Ensures proper usage of ADB vehicles and maintains vehicles efficiently.
•    Provides logistical support which includes arranging transportation, press conferences, workshops, seminars, visas, hotel and venue booking, etc. 
•    Performs other related tasks as required by the supervisor.

 

 

 

Relevant Experience & Requirements

•    Bachelor’s degree in business administration, economics, social science or any other relevant discipline. 
•    5 years of relevant professional experience providing support to finance and administration in a large-scale organization is required.
•    Hands-on working experience in handling finance and budget; human resources; or general administration is required.
•    Advanced computer skills particularly proficiency in the use of MS Office Suite (Excel, Word, Outlook, PowerPoint, SharePoint) are required. 
•    Familiarity in videoconferencing tools (MS Teams, Zoom, WebEx) is required.
•    Ability to interact in a professional manner with ADB stakeholders, i.e., ADB staff, government officials and other development partners is required. 
•    Excellent oral and written communication skills in English are required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
