Overview

USAID SEGAR is seeking an institution/organization to provide Technical Assistance to assist Smallholder Groups to achieve Indonesian Sustainable Palm Oil (ISPO) Certification in Aceh, West Kalimantan and Central Kalimantan.  This assignment is potentially starts in end of October 2024 through June 2025 and is engaged through a fixed-price subcontractor agreement.  Application Code: RFP 059.

Context

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

As part of this effort, USAID SEGAR supports smallholder groups, primarily in the palm oil sector, to improve their environmental performance, largely through adopting recognized certification standards such as the Indonesian Sustainable Palm Oil (ISPO) standard.

In Year 3, USAID SEGAR provided technical assistance (TA) to smallholder groups in Aceh, West Kalimantan, and Central Kalimantan to implement ISPO standards. The supported groups were:

1.Farmers Group Bijeh Mata, North Aceh, Aceh Province.
2. Harapan Matan Bersama Association, Ketapang, West Kalimantan Province.
3. BUMDes Mitra Sejahtera Teluk Bayur, Kubu Raya, West Kalimantan Province.
4. Karya Tunggal Jaya Cooperative, West Kotawaringin, Central Kalimantan Province.
5. Karya Maju Bersama Cooperative, Seruyan, Central Kalimantan Province.

This technical assistance will continue into Y4 to ensure these smallholder groups are fully prepared for ISPO external audit in the FY24/FY25 period.

Key Tasks / Stages

  • Develop Timeline and workplan for assisting groups to complete nonconformity indicators based on USAID SEGAR internal audit process and provide strategy and personnel distribution for conducting technical assistance. This item contributes to Deliverable 1.
  • Develop Template of documents required for ISPO principle 1-5 for smallholder groups. This item contributes to Deliverable 1.
  • Set of verified principle 1-2 documents. This item contributes to Deliverable 2.
  • Develop activity report on assisting compliance for principle 1 and 2. This item contributes to Deliverable 2.
  • Set of verified principle 3-5 documents. This item contributes to Deliverable 2.
  • Develop activity report on assisting compliance for principle 3-5 documents. This item contributes to Deliverable 2.
  • Assisting the completeness of data uploading into Sarpras Online portal. This item contributes to Deliverable 3.
  • Assisting smallholders’ groups on conducting Internal Audit. This item contributes to Deliverable 3.
  • Assisting improvement of necessary indicators based on internal audit results. This item contributes to Deliverable 4

Deliverables

  • Deliverable 1 – (i) Workplan for smallholders’ groups technical assistance and (ii) Templates of forms required by ISPO’s standard for smallholders based on principle 1-5 (iii) Strategy and personnel distribution for conducting technical assistance.  The expected completion date is November 8, 2025.
  • Deliverable 2 –(i) Activity report of facilitating principle 1-2 compliance (include photo of activity). The expected completion date is January 3, 2025, for all 3 sites.
  • Deliverable 3 –(i) Activity report of facilitating principle 3-5 compliance (include photo of activity) for all 3 sites (ii) Provide screen shoot evidence of sarpras online portal shown completed data uploaded and (iii) Activity report for assisting internal audit process (include photo of activity). The expected completion date is April 4, 2025
  • Deliverable 4 – (i) Internal audit reports for each group and (ii) A document contained Recommendation of smallholder’s readiness for external audit. The expected completion date is June 20, 2025, for all 3 sites.

Qualifications

  • Institutions/organizations that have experience in carrying out ISPO certification and has a portfolio that aligns with the expected outcomes within the scope of work.
  • An organization that has been accredited and constitute a legal entity and be legally registered as a training service provider.
  • Have experience of providing technical assistance for smallholder groups.
  • Have qualified personnel and trainers to undertake ISPO smallholder audits.
  • Experience in designing and implementing technical assistance, provide training, report writing, and auditing processes.
  • English literacy is an advantage.

Basis of Award

The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on the application of the following evaluation criteria. The relative importance of each individual criterion is indicated by the number of points below:

  • Technical – 25 points: Responsiveness to the technical specifications and requirements.
  • Delivery – 20 points: The confirmation and ability to meet the targeted deliverables.
  • Key Personnel – 30 points: The proposed CV of key personnel.
  • Price – 25 points: The overall cost presented in the offer.

Proposal Submission

Please submit your Proposal with the subject line “RFP 059 – Institution Name” by 11 October 2024. The proposal must consist of the following documents:

  • Company Profile
  • Technical Proposal (Clear methodology, approach and strategy)
  • Financial Proposal (incl. travel and logistics cost and VAT).
  • Financial Proposal breakdown (in excel file).
  • CV of each proposed key personnel (clear role of each propose personnel).
  • Company establishment deed
  • Statement Letter of Tax Obligatory (PKP / Non-PKP)
  • Tax ID and its establishment letter (SKT)

The proposal will be reviewed on a rolling basis, which means that the review process will take place continuously as proposals are received. This approach allows for prompt evaluation and potential immediate awarding of the project, ensuring efficient and timely implementation.
