2. Job Summary:

The Proposal Engineer is responsible for preparing and managing technical and commercial proposals in response to client inquiries. 

This role involves collaborating with various departments, analyzing project requirements, and ensuring that proposals meet both client specifications and company standards. 

The ideal candidate will have a strong technical background, excellent communication skills, and the ability to manage multiple projects simultaneously.

3. Key Responsibilities:

a. Proposal Development:

• Prepare detailed technical and commercial proposals in response to client RFQs (Requests for Quotations) and RFPs (Requests for Proposals).
• Analyze client specifications and requirements, ensuring the proposed solutions align with both client needs and company capabilities.
• Work with cross-functional teams, including engineering, sales, and procurement, to gather necessary information for proposal development.
• Estimate costs and timelines for project execution and delivery.
• Draft and review the technical scope, project schedule, pricing, and terms and conditions within the proposal.     

b. Technical Review:

• Conduct technical reviews of proposals to ensure accuracy, feasibility, and compliance with client requirements.
• Provide input and suggestions for technical solutions that enhance the competitiveness of the proposal.
• Ensure that all proposals comply with industry standards, regulations, and company policies.

c. Client Interaction:

• Engage with clients to clarify requirements, present proposals, and negotiate terms as needed.
• Address client inquiries and feedback promptly during the proposal process.
• Build and maintain positive relationships with clients, understanding their needs and expectations.

d. Documentation and Reporting:

• Maintain accurate and organized records of all proposals, including revisions and final versions.
• Prepare and present proposal status reports to management.
• Contribute to the continuous improvement of the proposal process by providing feedback and implementing best practices.

e. Project Handover:

• Upon contract award, facilitate the handover of the project to the execution team, ensuring all relevant information is communicated clearly.
• Support the project management team during the initial stages of project execution.

4. Qualifications:

a. Education:

• Bachelor’s degree in Engineering (Mechanical, Electrical, instrumentation, computer) or equivalent technical qualification. 

b. Experience:

• 3-5 years of experience in proposal engineering, project engineering, or a related technical role, preferably in information and control solutions.  Fresh graduate will also be considered for junior proposal engineer.

c. Skills

• Strong understanding of technical drawings, specifications, and project documentation.
• Excellent written and verbal communication skills.
• Proficiency in proposal management software and tools (MS Office, AutoCAD, ).
• Strong analytical and problem-solving skills.
• Ability to manage multiple proposals and deadlines simultaneously.

d. Other Requirements:

• Ability to work independently and as part of a team.
• Strong attention to detail and organizational skills.
• Willingness to travel as needed for client meetings or site visits.

5. Preferred Qualifications:

a. Experience with international proposals and projects.

b. Familiarity with project management methodologies and tools.
