BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.

YPII with funded by the EU, will implement the Voice for Equality project; empowering Civil Society Organization (CSO) in Indonesia for Gender Base Violence (GBV) prevention and response. This project aims to strengthen the capacity and enabling environment for CSOs in advancing women’s and girls’ agency, transforming harmful gender norms, rebalancing power relations, and building effective, inclusive, and community-rooted prevention and response mechanisms against GBV. In line with the OECD DAC Gender Equality Policy Marker (G2), the action seeks to make gender equality a primary objective. 

  • Women’s groups will be empowered to expand Integrated Service Centers and launch local campaigns, addressing structural barriers such as economic dependency and stigma.
  • Youth groups, particularly girls and young men, will engage in educational campaigns, leadership training, and extracurricular activities focused on GBV, Reproductive Health and Rights (SRHR), online safety, and positive masculinities. 
  • Local CSOs will receive tailored support to deliver GBV services to underserved, remote communities.
  • People with disabilities and LGBTQIA+ groups will be included through inclusive service design and targeted CSO training to address their unique vulnerabilities.

This project will work with partner KAPAL Perempuan and 10 other CSOs across Indonesia. Which has an experience program related to child protection and GBV.

ROLE PURPOSE

The Project Coordinator will support and assist the Project Manager in the implementation and achievement of the project objectives based on the target achievement that has been agreed upon by all stakeholders, including the donor. S/he also supports the partner in implementing the project as well as advocacy at the provincial and local levels. S/he is responsible for the successful implementation of the project and growing the project portfolio.

DIMENSIONS OF THE ROLE

  • The post holder reports to the Project Manager
  • Support the Project Manager to manage the project planning, implementation, budgeting, and monitoring and evaluation. 
  • Assist and support the partner regarding project implementation
  • Conduct advocacy at the provincial and local level, as well as working closely with partners to create stories and any advocacy materials
  • Ensuring all the project documents are well archived 
  • Support the Project Manager and the communication specialist to develop communication material to promote the project achievements
  • Work closely with Program Support Unit (PSU) to build the portfolio of projects

ACCOUNTABILITIES

1.     Supporting the Project Management

  • Support the project manager in the design stage, including ideation with partners, youth group, and community, including women’s group, disability group, which is in line with CS5 core objectives through learning documents and progress achievement tracking
  • Support the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, DIP, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliance, audit, and the Operation Manual. Responsible for developing the exit strategy and sustainability plan from the early stages of the project and sharing them with external stakeholders
  • Establish strong coordination and communication with internal and external stakeholders, including government (local and national), partner networks, and communities
  • Support the project manager in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results at the local level, together with the communication team or the external relations team
  • Support in the project closing stage, in collaboration with the grant management team or other related unit, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
  • Ensure Gender Equality, Disability, and Social Inclusion (GEDSI) and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.

2.     Communication and Reporting

  • Conduct monitoring to target project location and facilitate discussion and coordination between stakeholders, program participants and partners (PSHEA/GBV networks), in coordination with the project manager and MER.
  • Maintain communication with the partner, MER, and team on project planning and implementation.
  • Support in monitoring project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
  • Support the project manager to prepare progress reports for the internal Plan every quarter and on other bases if needed
  • Support the project manager to provide informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
  • Collaborate with the communications team to develop and disseminate the project’s related communications strategy, both internally and externally stakeholders, including producing the learning documentation, best practices, case studies, Opinion Editorial (Op-Ed), and other product knowledge
  • Support the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks and other program participants. Seek innovation and put in place improved learning practices within and outside the program
  • Represent the Plan in the relevant network meetings and/or conferences at the provincial or district level

3.     Networks and Partnership

  • Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
  • Support the project manager and partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along support the programmatic capacity building for partners and youth networks
  • Support the project manager and program manager to maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s works as youth youth-focused organization and NGO of choice on girls’ rights in development and humanitarian as well as gender equality. Support the project manager to link program participants to local and national resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team
  • Support the development and implementation of the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
  • Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet, to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia

4.     Management Operation, System, and Process

  • Support the project manager to manage and monitor the budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
  • Provide administrative and financial support to project implementation by assisting the Finance Coordinator and Project Manager in preparing and ensuring proper documentation of project expenditures, while also supporting the Project Manager in overseeing and administering day-to-day project activities in line with Plan Indonesia’s policies and procedures
  • Be responsible for monitoring partner budget expenditure and financial processes to ensure compliance with project guidelines and Plan Indonesia’s standards, together with the finance coordinator.
  • Developing close coordination with the partner to ensure all project documentation is well achieved

5.     Safeguarding – Prevention against Sexual Harassment, Exploitation, and Abuse (PSHEA)

  • Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participates actively in capacity-building and learning events on Safeguarding Children and Program Participants and Gender Equality and Inclusion.
  • Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI.
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE 

Essential

  • Bachelor’s degree in Education Sector/Social Welfare/Community Development/others relevant fields
  • At least 3 years of experience working on project management funded by EU or any major donor, preferably in GEDSI or child protection, both in development and humanitarian settings, is a plus
  • Experience in managing project day-to-day implementation, delivering on obligations, and a good awareness of project requirements and priorities.
  • Experience in capacity building for government, NGOs/CSOs, youth community, disability group, women’s group
  • Good analytical skills, well-informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research, and government
  • Demonstrated experience working with governments closely and effectively.
  • Able to speak and write in English well (Preferably)
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing 
  • Possess good judgement to deal with conflict
  • Able to work both in a team and independently with minimum supervision,    
  • Ability to work under tight deadlines, under pressure
  • Commitment to Safeguarding and Child Center Community Development (CCCD) implementation 
  • Commitment to fraud awareness policy

Location: Based in Nagekeo, Nusa Tenggara Timur  with at least 30% travel to government offices, projects areas, and partner organization.
