Background
Yayasan Plan International Indonesia with support from Biscayne Hospitality, conducted GIRL project with the goal of providing additional marginalized youth, particularly young women, with economic opportunities through the creation of sustainable micro-entrepreneurship in 2018 to 2020 in Semarang and Temanggung, Central Java. Building upon the project success and lesson learned, the project continued into phase II as GIRL 2.0 from January 2021 until December 2022. GIRL 2.0 had supported youth over a two-year period, and strengthen its focus on access to B2B and business financing for youth business, as well as COVID 19 adjustment for online engagement and business digital literacy.
Continuing the success of GIRL 2.0 project, YPII will implement a year project to scale up 40 youth enterpreneurs who have participated in the previous phase with the aim to strengthen their business, as currently most of them are still newly established and need much support.
The design of the intervention will focus on providing support to youth businesses to ensure that their business performance improves (higher income) and reduces failure rates, through:
- Mentoring support and technical assistance for business innovation, strengthening business management, and business development plans. In this business development plan, Plan Indonesia will incorporate the GALS model. The Gender Action Learning System (GALS) model will help young entrepreneurs to develop business with a gender perspective.
- Expansion of business networks by youth entrepreneurs through pitching to corporates or investors, as well as learning from similar businesses.
- Development of a business forum that includes all project participants to become peer learners. This will be one of the sustainability strategies to provide youth with platform to learn and develop their business after the project is completed.
Role of Purpose
Project Coordinator role as point of contact for project implementation. She/he will run day-to-day coordination with partners and other key stakeholder, ensure the project achievement based on Detail Implementation Plan, as well as provide administrative work to comply with Plan Indonesia standards and regulations.
Dimensions of the Role
The Project Coordinator will report to YEE Program Manager, support the overall implementation of the Project in Indonesia which is implemented in Semarang, Temanggung and Salatiga in the period of May 2023 – April 2024, particularly on:
- Ensuring effective and efficient project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
- Maintaining effective working relationships with project partners and YEE Program Department, through effective communication, consultation and reporting;
- Youth capacity development on entrepreneurship, focusing on girl and young women.
- Monitoring, evaluation, research and knowledge management process as part of project cycle management
- Aligning the projects implementation with Plan International principles of safeguarding children and young people (Safeguarding) as well as Gender Equality and Inclusion (GESI)
Accountabilities
Ensuring effective and efficient project management
- Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
- Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
- Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
- Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the YEE Program Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
Effective Working Relationship with Partners, Consultants and YEE Program Department
- Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
- With supports from YEE Program Team, initiate, establish and maintain good relationship and coordination with government and private sector stakeholders;
- Be the focal person for the contact with local partners and governments; this entails attending regular update calls, responding to email requests, attending meetings and exchange learning and ideas.
- Initiate and execute conversations around advocacy and impact, thereby contributing to sustainable project outcomes
Youth Capacity Development on Entrepreneurship, Focusing on Girl and Young Women
- Continue Gender Action Learning Sustainability (GALS) mentorship for youth entrepreneurs
- With support from YEE Program Team and partners, conduct business mentoring / apprenticeship and product development / innovations
- Provide support for youth to build strong network with private sectors and create opportunities to be part of private sector’s value chain
- Provide support for youth to build network with Provincial Government’s business incubators for other business opportunities, enterprise legality and other business supports.
Monitoring, Evaluation, Research and Knowledge Management (MERKM)
- Works and coordinates with YEE MER Specialist to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline and endline data collection;
- Establish proper monitoring procedures with key stakeholders and project partners
- Coordinates the data collection and support the provision of project report in Indonesia for periodic reporting to US National Office, Donor and YPII Quarterly and Annual Reporting mechanism in timely and high quality manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
- Supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
- Maintains quality standards of document keeping, retrieval and sharing mechanism.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
- Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential
- Undergraduate degree in education, economic development, social fields or other related field in the promotion of youth economic empowerment and gender equality
- Minimum of 3 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
- Minimum of 3 years experienced working in coordination with Government agencies/offices, Private Sectors and business incubator institutions
- Affinity to work with and for young people on economic empowerment
- Understanding of Indonesia Government policies, laws, and institutions in relation to youth economic empowerment and, gender in the economy
- Good oral and written communication skills in English and Bahasa Indonesia
- Ability to function efficiently and effectively with minimum day-to-day supervision
- Demonstrated skills problem solving and people’s management.

- Have existing networks with Private Sectors in relation with youth training, market driven value chain and micro business financing
