Archipelagic and Island States Forum was initiated in 2018 as a response to SDG 14: the conservation and sustainable use of oceans, seas, and marine resources for sustainable development. It is the agreed position of participating countries that the AIS Forum (“the Forum”) can be influential in mitigating climate change and the pursuit of social and economic sustainability. The Forum will create a space for financing innovative solutions and technologies, as well as engendering collaboration between stakeholders. The Forum is designed to include all island states and archipelagic countries regardless of their location, size, and level of development. According to the OECD, co-operation between developed and developing countries will create a synergy as they often possess different types of expertise/knowledge, data, and other resources that are valuable for discovering the solutions and for dealing with multiple challenges. There are regional initiatives that allow island states to connect with and aid one another. However, a global initiative that brings together all archipelagic and island states is yet to exist. The AIS Forum created a unique grouping of nations to address the challenges of sustainable ocean resource use, climate change resilience, ocean pollution, emergency management and sustainable fisheries. Through the AIS Forum Secretariat that resides under the UNDP Indonesia Country Office, it implements programs around Research and Development, Entrepreneurship Support and International Collaboration, all of which are intended to accelerate structural transformation for sustainable development and strengthen resilience to shocks and crises. Furthermore, the programs seek to promote economic diversification and green growth through low emission and climate resilient measures and to discover innovative nature-based and gender-responsive solutions for sustainable recovery. The AIS Forum Secretariat will act as a platform to meet the following outcomes:

  • Strengthen the commitment of archipelagic and island states to be part of a collaborative action to address the common challenges in the areas of climate change mitigation and adaptation, sustainable blue economy, marine plastic debris, and good maritime governance
  • Identify and work towards actionable, concrete collaboration and partnerships with all relevant stakeholders, including academics, private sector, government authorities, and international
  • Encourage the development of an integrated approach to maritime and ocean governance
  • Establish as an open-ended, complementary, integrated, and inclusive developmental forum to create a synergy with other initiatives

Scope of Work Summary of key functions: The Data and Information System Clerk will support and assist in the implementation of the project activities on the ground through effective System Information support. The main role of the Data and System Information Clerk is to support the website maintenance, software and hardware maintenance as well as to mainstream the technology application to AIS project beneficiaries. The key responsibility of the Data and System Information Clerk is described below: a) Support networks administration, focusing on the achievement of the following result:

  • Effective support for website maintenance of the AIS website, BEDI website and AIS blue hub website.
  • Effective support for mainstreaming the office application tools for the project beneficiaries in AIS countries such as email, share folder, google drive and etc.
  • Collaborates with users, vendors, technicians, and managers to understand and assess computing and system needs and requirements.

b) Effective functioning of the project hardware and software packages, focusing on the achievement of the following result:

  • Assistance for workshops, learning and another event.
  • To provide support for day-to-day IT and troubleshoot for AIS project staffs
  • Effective support for the operational function of connection, laptops, printers, and server of the AIS project
  • Remote assistance for workshops, learning and other events.

c) Provides communication support focusing on achievement of the following result:

  • Support the preparation of operational delivers or project progress reports.
  • Technical support for data and information system.
  • Performs other related duties as assigned.

d) Support knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff.
  • Contributions to knowledge networks and communities of practice
  • Ensure active participation in the knowledge sharing in gender analysis and gender mainstreaming.

e) The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that;

  • Human rights and gender equality are prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender is respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;

Institutional Arrangement The Data and System Information Clerk will work under the overall supervision of the Project Coordinator for AIS. The incumbent is expected to work closely with the Communication Assistant of Archipelagic and Island States project team and work closely with the other team members in UNDP

THOH

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.

Badan Restorasi Gambut Results Enabling Facility (BRG REF)

Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.

In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.

Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.

In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.
