Role Purpose:

The British Council is seeking to recruit a Programme Co-ordinator for a new programme for the Association of Southeast Asian Nations (ASEAN) ‘PWGE in Southeast Asia’, funded by the UK’s Foreign, Commonwealth & Development Office.

The postholder will support implementation of the programme from inception to implementation and will work closely with and support the Head of Programme Finance and Administration.

Main accountabilities but not limited to the following: 

The Programme Co-ordinator will support the programme through inception to implementation, working closely with Head of Programme Finance and Administration, to ensure compliance with British Council policies and procedures, including financial administration, reporting and data collection, operational delivery and managing relations with delivery partners.

Financial planning and management  

•  Ensure sound financial planning, working closely with Head of Programme Finance and Administration and finance teams to ensure British Council and client financial year plans are up to date.

•  Ensure accurate and timely monthly (re)forecasting is in place by running regular reports in the SAP system on actuals, monitoring outstanding purchase orders, reviewing commitments, analysing, and commenting on reasons for variances to plan and recommending corrective actions.

•  Monitoring monthly finances, including correct expenditure, ensuring the P2P process is being followed and correcting any mis-postings or journals needed.

•  Support the Head of Finance and Administration to prepare partner or client reporting (including, financial reporting) and ensure reports are delivered on time, to budget and to a high standard.

•  Compliance to British Council financial policies and procedures

Grant financial management

•  Work collaboratively with Head of Programme Finance and Administration and senior programme management and the British Council to maintain effective grant fund operating procedures and standards of financial management for disbursement of grants. 

•  Capacity building on financial management: provide guidance to applicants and grant recipients on financial templates and financial management. Respond to queries providing clear written advice.

•  Review and evaluate financial proposals of grantees and provide feedback and recommendations to the Grants team.

•  Monitor and evaluate financial systems used by both programme and grant recipients, incorporating feedback, and adapting as appropriate to ensure effective project completion whilst maintaining financial standards.

•  Monitor and identify operational or financial risks for the programme management and recommend actions to mitigate the risk. Participate in regular risk reviews.

•  Work with the Senior Programme Manager and finance to manage and review contracts for grants, consultants and other work to ensure payments are made on the basis of agreed payment schedules and requisite documents submitted.

•  Liaise with grantees to ensure contracts and amendment requests are in line with agreed and realistic budget, activity, and outcome expectations.

•  Arrange/carry out due diligence checks/assessments of institutions / organisations of potential grant recipients are undertaken to assess their operational, legal/ on partner organisation’s financial status, financial management processes, procedures, capabilities, and control.

Administration management

•  If required, ensure office premises, equipment & vehicles are all well-maintained, secure and appropriately documented. Facilitate and ensure physical inventory checks are carried out on quarterly basis, maintain guidance manual of all office policies, ensure logistical and administrative support is provided to the programme team for all events efficiently, within budget, on time and with all necessary documentation in place.

•  Ensure conflict of interest and gifts register, leave records and timesheets are maintained regularly.

•  Review and maintain contracts in line with templates provided by British Council and head contract with the Client.

•  Manage financial procedures and payments on contracts with partners, suppliers/vendors, consultants as agreed with Team Leader and Programme Manager

•  Responsible for petty cash, cash payments and office finances. Review and secure approval for payment requests and advances, and ensure they are made to grant recipients, consultants and other vendors in a timely and accurate manner. 

•  Oversee programme closure, financial reconciliations, retention of all records and disposal of assets. 

•  Ensure guidance is provided to all staff across a range of policies (e.g. Anti-fraud, Code of Conduct, travel, leave & TOIL etc.), in accordance with British Council standards.

•  Contribute to key regular forums as per the agreed teamwork plan and supporting.

•  Oversee recruitment process for staff/consultants ensuring that contracted days under the head contract are not exceeded.

•  For staff that are directly line managed, ensure they deliver key outputs as per their roles & responsibilities, in line with the agreed teamwork plan.

Project Management 

  • Contributes to development of Programme Management Plan
  • Identifies risks in the programme and puts together mitigation strategies with Senior Programme Manager.
  • Assists Head of Programme Finance and Administration with internal and client audits, procurement, contracting, compliance and reporting
  • Checks on and reports on compliance (client and corporate)
  • Manages procurement of programme
  • Responsible for data management including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports to meet funding needs.
  • Undertaking programme-specific data collection as needed. This includes working with colleagues to identify indicators and tools for data collection, quality assuring all data, and undertaking basic analysis.

Role specific knowledge and experience:

•  Experience of managing projects from start to finish and familiarity with project life cycles.

•  Understanding of procurement, evaluation, and reporting requirements of projects.

•  Proven experience of managing project finances.

•  Experience of managing stakeholders  

•  Work experience project or programme management.  

•  Good understanding and experience of supporting monitoring and evaluation. 

Further Information:

Pay Band: 6 (from IDR 12,289,750 per month)

Contract Type: Fixed term contract until 31 March 2025

Location: Jakarta, Indonesia

Requirements: 

•  Degree in business studies, international development or a related field.

•  C1 English

•  Role could require some domestic and international travel as required by the programme and some out of hours and evening work responding to or driven by programme/portfolio needs.
