Procurement Section Head

Manage, develop and execute sourcing strategies and purchasing processes including take a lead export import area and ensure the compliance with company guidance and government regulation to support supply sustainability, cost effectively and organizational operations

Accountabilities

• Set up budget procure and purchase of Inventory materials and provide cost saving initiation 
• Source goods as economically as possible whilst ensuring the lowest possible risk to the business
• Dealing/negotiate with vendor and forwarder in terms of pricing, supply, product quality/services, delivery, contract, terms and condition
• Review and approve inventory materials procurement, payment voucher related with export, import and insurance related prior the procurement manager approval
• Establish SOP for Sourcing and Purchasing processes excellence and ensure all work is done in accordance with SOP and compliance
• Generate KPI report for Inventory and Export Import in every month
• Perform monitoring and control against the purchase material based on actual and planning that have been set out in the budget
• Analyze and provide report monthly purchases to see the effectiveness and saving of purchase compare with budget. Monitor and control price movements by prepare price maintenance proposal and obtained the approval
• Manage vendor evaluation in order to evaluate supplier performance is accordance with company requirement in terms of quality, prices, on time delivery as well as the quantity of materials and provide effective input to suppliers periodically to improve the performance of the supplier. Conduct supplier audit along with quality department
• Build and develop relationships with suppliers listed in approved vendor database
• Develop and implement policies, tactical strategies and actions that supports sourcing, alternate materials and new product development
• Control outstanding delivery and purchase database in order to eliminate supply issue 
• Manage CAPA purchasing  
• Supervise export process to avoid interfere supply to external customer. Supervise import process to avoid interfere with production process

Education Requirements

Bachelor’s Degree preferable from Pharmacy background, open with General Manageement of Economic background

Experience Requirements

• Experience as procurement/sourcing supervisory position with minimum 3 years of experience
• Deep knowledge of material sourcing, budgeting, planning, contract management, inventory, supplier partnership, letter of credit (L/C), clearance process
• Good knowledge of finance (managing budget, cost) and supply chain management
• Understand export import regulation required by government bodies (Customs, FDA, Trade Dept etc),  quality compliance and policies
• Experience with halal management of Export Import matter
• Strong negotiation skills
• Good numeracy skills and management skill
• Good communication skill 
• The ability to solve problems and make decisions
• The ability to multitask and deliver to deadlines
• Integrity with high ethical standards
• Certified Customs Specialist and Halal
