Job Title: Port Captain – AHTS Vessel

Job Summary:

The Port Captain is responsible for supervising and managing all operational aspects of the company’s AHTS (Anchor Handling Tug Supply) vessels. This position ensures vessel readiness, safety compliance, cost efficiency, and alignment with company standards and client requirements. The Port Captain serves as the key liaison between vessel operations, technical, and HSE departments to maintain smooth and effective offshore activities.

Key Responsibilities:

1. Operational Coordination

  • Ensure all vessel operations run smoothly and efficiently, including permit handling, vessel documentation, and compliance with port and authority requirements.

  • Oversee and coordinate daily vessel needs such as fuel, fresh water, spare parts, and other operational supplies.

  • Act as the main liaison (PIC) between the company’s internal departments and external parties such as clients, agents, and authorities.

  • Ensure proper coordination and communication across departments to support uninterrupted vessel operations.

2. Vessel Performance and Monitoring

  • Monitor vessel daily activities, including VDR data and operational reports, to ensure efficiency and effectiveness of performance.

  • Ensure proper implementation of Standard Operating Procedures (SOP), Planned Maintenance System (PMS), and fuel monitoring programs.

  • Conduct performance analysis and initiate corrective actions when operational deviations occur.

  • Evaluate and verify vessel readiness for operations, ensuring compliance with company and client requirements.

3. On-Hire Readiness and Non-Conformity Closure

  • Ensure vessels meet on-hire requirements in coordination with Marketing, Technical, Procurement, Crewing, and HSE departments.

  • Follow up on findings and non-conformities, ensuring timely closure and documentation according to established deadlines.

  • Plan and monitor vessel mobilization and demobilization activities to meet project schedules and client expectations.

  • Support the company’s operational targets and ensure vessel uptime and availability are maintained.

4. Vessel Operations Management

  • Supervise, coordinate, and monitor daily AHTS vessel operations, including towing, anchor handling, and supply duties.

  • Liaise with Masters, Chief Engineers, and Operations Team to ensure all activities follow client instructions and operational plans.

  • Ensure vessels are always ready for mobilization, demobilization, and standby operations.

  • Monitor crew performance, operational discipline, and reporting quality.

5. Compliance and Safety Oversight

  • Ensure vessels operate in full compliance with ISM Code, SOLAS, MARPOL, STCW, and other international and local regulations.

  • Conduct regular onboard safety inspections and audits, ensuring findings are promptly addressed.

  • Coordinate closely with the HSE department to uphold and improve safety culture onboard.

  • Verify validity of vessel and crew certificates, ensuring no lapses occur.

6. Technical and Operational Coordination

  • Collaborate with the Technical Superintendent for vessel maintenance, dry-docking, and defect rectification.

  • Monitor condition and readiness of AHTS equipment such as winches, towing gears, and anchor handling tools.

  • Provide operational feedback and technical input for maintenance and docking planning.

7. Stakeholder and Regulatory Relations

  • Actively contribute to resolving company operational challenges involving Classification Societies, Port Authorities, Agents, and Government Institutions.

  • Maintain good communication and relationships with external parties to ensure vessel operations are not disrupted.

  • Represent the company in meetings, inspections, and discussions related to vessel operations, certification, and compliance matters.

8. Crew Management and Performance Review

  • Supervise crew scheduling, competency evaluation, and training with the Crewing Department.

  • Conduct performance reviews for vessel Masters and senior officers.

  • Promote teamwork, discipline, and continuous improvement among all operational staff.

9. Cost Control and Budget Management

  • Monitor and control all vessel operational expenses to ensure cost efficiency.

  • Review and verify port disbursements, agency fees, and vendor charges.

  • Recommend cost-saving measures without compromising operational safety or quality.

10. Continuous Improvement and Safety Commitment

  • Identify and propose improvements for operational efficiency and safety performance.

  • Ensure corrective actions from audits, inspections, or client feedback are implemented promptly.

  • Promote safety awareness and compliance with HSE policies at all levels of operation.

  • Contribute actively to company performance objectives and improvement initiatives.

Minimum Requirements:

  • Bachelor’s degree in Nautical Science, Marine Engineering, or Maritime Operations.

  • Minimum 5–7 years of experience in offshore vessel operations, with at least 3 years on AHTS vessels.

  • Valid Certificate of Competency (COC) Class II or higherMaster Mariner preferred.

  • CSO (Company Security Officer) certificate is highly preferred.

  • Strong understanding of anchor handling, towing operations, and offshore project support.

  • Good knowledge of DP systems, offshore operations, and rig move procedures.

  • Excellent communication and leadership abilities.

  • Fluent in English (spoken and written).

  • Willing to travel and conduct vessel visits or offshore inspections.

Knowledge, Skills, and Attitude

Knowledge:

  • In-depth understanding of ISM Code, SOLAS, MARPOL, STCW, and Flag/Class requirements.

  • Familiar with Offshore Vessel Inspection Questionnaire (OVIQ/OVID) standards and procedures.

  • Strong grasp of vessel certification, survey planning, and regulatory compliance.

  • Knowledge of offshore marine operations, including anchor handling, towing, and supply activities.

  • Familiar with marine authority regulations and port operational requirements.

  • Basic financial understanding of budget management and cost efficiency.

Skills:

  • CSO certificate preferred.

  • Excellent leadership, coordination, and analytical skills.

  • Strong communication and negotiation abilities with clients and external agencies.

  • Competence in conducting vessel inspections, audits, and OVIQ/OVID assessments.

  • Skilled in preparing operational reports and improvement action plans.

  • Ability to manage multiple vessels under tight deadlines and shifting priorities.

  • Capable of training, mentoring, and motivating shipboard and shore-based teams.
