Job Description

Agriterra is looking for a Planning Monitoring Evaluation and Learning (PMEL) officer for a new 4-year EU funded sustainable palm oil project in Central Kalimantan, Indonesia. The project will work with 4 cooperatives, the district government and a co-implementing organisation to:

1. Support and train smallholders to understand the sustainability and traceability requirements and to obtain RSPO certification.

2. Advice and train the cooperatives to improve their governance, business operational procedures, market access and their capacity to influence policymakers.

3. Increase the district governments awareness and skills to close the sustainability and traceability policy gap.

The PMEL officer works on all PMEL related activities in the project to ensure the impact of Agriterra’s work can be monitored and demonstrated towards the donor and other relevant external stakeholders. The PMEL detail tasks and responsibilities such as:

  1. Project inception: Develop the project monitoring and evaluation (M&E) framework, as well as a monitoring meeting and visit schedule in coordination with the Regional PMEL advisor. Support induction and training to ensure team members and the co-implementing organisation understand the importance of monitoring progress and how to use the M&E framework and tools well.
  2. Project implementation: In charge of monitoring all project activities and plan monitoring visits. Coordinate evidence collection and documentation storage. Ensure proper and timely registration of project activities, achievements, and other relevant data in Agriterra’s internal systems. Organise regular evaluation and learning activities and events. Support on the baseline study and development of beneficiary databases. Contribute to organising the annual learning and planning meetings with all stakeholders to consolidate plans and ensure lessons learned are incorporated.
  3. Communication: Develop internal reports when requested by the project manager, regional manager or head office management. Proactively inform the project manager and regional manager about project implementation deviations and request support from regional PMEL advisor when needed. Support development of progress reports for the donor and other stakeholders.
  4. Quality control: Support and coordinate with project team members, the co-implementing organisation and relevant stakeholders to ensure required M&E practices and tools are employed properly and meet internal and donor requirements. Monitor feedback mechanisms to address challenges and to improve service delivery.

Job Requirements

  1. Bachelor’s degree in an agricultural development related field, or relevant working experience at that level.
  2. 2 years of experience in international development organisations in an PMEL role. Preferable experience with PMEL of foreign aid-funded projects.
  3. Demonstrated experience working with PMEL, good knowledge of Theory of Change with experience in development and use of results frameworks, indicators, PMEL plans and systems and adaptive programming.
  4. Experience with Power BI is a plus.
  5. Fluent in English and Bahasa Indonesia in speaking and writing.
  6. Strong analytic and writing skills, good planning and organising skills, culturally sensitive, a trouble shooter that can work independently with attention to detail.
  7. Willingness to travel to Kalimantan for monitoring visits.
