MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for Performance & Quality Improvement Specialist.

Overall Responsibilities

Reporting to the National MERL Advisor and working closely with the BEBAS-TB technical and provincial team, the Performance and Quality Improvement Specialist will support the implementation of the USAID BEBAS-TB MERL plan and system. This involves reviewing and quality-assuring BEBAS-TB national and subnational activity reports and performance data, ensuring data quality. The responsibilities also support the implementation of BEBAS-TB MERL team activities in provincial levels, such facilitating quarterly reflection and learning processes, cross-learning activities, and providing mentoring and guidance to provincial MEL Officers.

Specific Responsibilities:

  • Review, quality-assure, and follow up on BEBAS-TB national and subnational activity reports and performance data. This includes providing back-stop support, ensuring data quality and accurate data entry, mentoring and guiding MEL Officers to enhance MEL processes and capacities, and reviewing BEBAS-TB monitoring tools data entry. This may involve provincial visits for monitoring and capacity-building sessions.
  • Support the MERL team in facilitating quarterly reflection and learning processes. This involves working with national and subnational teams to prepare tracking updates on activity and milestone status before review sessions, preparing data and information updates for presentation during facilitated discussion sessions, Compile, analyze, and coordinate information and results with BEBAS-TB technical and provincial teams for further follow-up.
  • Assist the MERL team in collecting, consolidating, and analyzing data and reports from technical and provincial teams to measure performance towards deliverables, milestones, and indicator results for USAID BEBAS-TB.
  • Support the implementation of the Learning Agenda and cross-learning activities by adopting the CLA framework.
  • Support the MERL team to implement BEBAS-TB MERL activities at the national level and in four provinces, providing mentorship and support to field MEL staff.

Qualifications:

Education:

  • Bachelor’s Degree (Advanced degree desirable) in Public Health or health related area is preferred.

Experience:

  • At least 5 years of experience related to monitoring, evaluating, learning, and reporting on international programs, including demonstrated experience in developing and implementing monitoring, evaluation, and learning plans.
  • Experience in qualitative and/or quantitative data collection approaches and methodologies and the development and/or refinement of MEL tools.
  • Experience in Tuberculosis program is desired.
  • Experience with indicator selection, target setting, reporting, and developing MEL and performance monitoring plans.
  • Experience in designing and implementing program quality improvement plan is preferred.
  • Experience in the management of USAID-funded activities is preferred. Understanding of USAID and field Missions; USG audiences, and reporting requirements.

Knowledge and Skills:

  • Strong analytical and organizational skills demonstrated by ability to work both independently and within a team.
  • Demonstrated competencies in group facilitation, the ability to provide technical support and demonstrated experience in mentoring and/or technical coaching to teams.
  • Proficiency in data management and analytic software e.g. MS Excel, Tableau, Stata.
  • Demonstrated MEL experience and skills, research methodologies, complemented by collaboration with varying types of partners.
  • Familiarity with USAID CLA framework and how to integrate it with the program implementation.
  • Excellent interpersonal skills, written, and oral presentation skills. Excellent cross-cultural communication and active listening skills.
  • Demonstrated ability to succeed in a dynamic and fast-paced business development environment.
  • Fluent in English and Bahasa Indonesia.
