Archipelagic and Island States Forum was initiated in 2018 as a response to SDG 14: the conservation and sustainable use of oceans, seas, and marine resources for sustainable development. It is the agreed position of participating countries that the AIS Forum (“the Forum”) can be influential in mitigating climate change and the pursuit of social and economic sustainability. The Forum will create a space for financing innovative solutions and technologies, as well as engendering collaboration between stakeholders.
The Forum is designed to include all island states and archipelagic countries regardless of their location, size, and level of development. According to the OECD, co-operation between developed and developing countries will create a synergy as they often possess different types of expertise/knowledge, data, and other resources that are valuable for discovering the solutions and for dealing with multiple challenges. There are regional initiatives that allow island states to connect with and aid one another. However, a global initiative that brings together all archipelagic and island states is yet to exist.
The AIS Forum created a unique grouping of nations to address the challenges of sustainable ocean resource use, climate change resilience, ocean pollution, emergency management and sustainable fisheries. Through the AIS Forum Secretariat that resides under the UNDP Indonesia Country Office, it implements programs around Research and Development, Entrepreneurship Support and International Collaboration, all of which are intended to accelerate structural transformation for sustainable development and strengthen resilience to shocks and crises. Furthermore, the programs seek to promote economic diversification and green growth through low emission and climate resilient measures and to discover innovative nature-based and gender-responsive solutions for sustainable recovery. The AIS Forum Secretariat will act as a platform to meet the following outcomes:
- Strengthen the commitment of archipelagic and island states to be part of a collaborative action to address the common challenges in the areas of climate change mitigation and adaptation, sustainable blue economy, marine plastic debris, and good maritime governance
- Identify and work towards actionable, concrete collaboration and partnerships with all relevant stakeholders, including academics, private sector, government authorities, and international
- Encourage the development of an integrated approach to maritime and ocean governance
- Establish as an open-ended, complementary, integrated, and inclusive developmental forum to create a synergy with other initiatives
Duties and Responsibilities
The Partnership and Government Relation Associate will work under the overall supervision of the Project Coordinator for AIS. The incumbent is expected to work closely with the Archipelagic and Island States project team and work closely with the other team members in UNDP.
The Partnership and Government Relation associate is responsible to mobilize resources and find potential partnership opportunities in supporting the current AIS initiatives. The s/he will also work closely with the Government of Indonesia (Coordinating Ministry for Maritime Affairs and Investment and other relevant ministries) and the government of AIS countries to ensure the AIS initiatives are in line with the required interest from the respective countries, with detail scope of work as:
- Identify and assess the needs of the AIS countries to effectively broker new partnerships with relevant stakeholders including the private sector;
- Map the key partners with a regional or global presence in AIS countries to collaborate with AIS projects for sustainable business operations and alignment with the SDGs,
- Work closely with the Government of Indonesia and the Governments of AIS countries to ensure the identified potential partners are aligned with AIS forum mission.
- Act as a focal point for the coordination of AIS Forum with the Government of Indonesia and the Government of AIS countries through regional engagement in the relevant forum, platform or dialogue with national and international stakeholders.
- Identify new fundraising and partnerships activities for potential partners based in AIS countries and develop a menu of services in close consultation with the UNDP Country Office.
- Support AIS Forum advocacy efforts and develop new pitch presentations, campaigns and targeted communications.
- Develop partnership proposals and pitching materials for strategic alliances and partnerships, for the targeted potential partners in AIS countries.
- Performs consulting assignments, in collaboration with contributing governments, by planning and facilitating workshops, through policy and partnership dialogues with major bilateral partners and major institutions on global corporate sustainability and sustainable development.
- Provides substantive support by planning meetings with permanent missions and ministries in the capital to build and manage relationships with Contributing Governments, including sending regular updates on the initiative.
- Coordinates activities related to programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)
- Performs other duties as required by the Project, Governance and Sustainability.

Required Skills and Experience
Education:
- Bachelor’s degree in development studies, international relations, economics/economic development, marine science, political science, sociology, or related fields, with additional years of experiences, or high school with additional 3 years of relevant experiences will be given due consideration in lieu of Bachelor’s
Experience:
- Four years (for bachelor’s degree) or 7 years with High School of professional experiences in partnership development for UN, INGOs, government or development organization.
- Strong interpersonal and communication skills, ability to work in a team and with the nature of government.
- Capacity to establish and maintain excellent relationship with key partners.
- Prior experience working with the Government of Indonesia, UN Agency, and multilateral organizations in mobilizing partnerships aimed at achieving a sustainable development agenda.
- Solid experience in government relation and partnership.
- Familiarity and experience working with procedure of the UN and various donor agencies would be an asset.
- Demonstrated ability in stakeholder engagement, proven track record of excellent communication and presentation skills and ability to mobilize resources from wide range of partner stakeholders

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

Badan Restorasi Gambut Results Enabling Facility (BRG REF)
Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.
In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.
Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.
In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.
