MEL MANAGER

General Position Summary

MEL Manager is responsible to ensure MCI’s program quality and accountability through robust MEL and CARM (Community Accountability Reporting Mechanism) implementation. MEL Manager has technical oversight of the country and program level MEL team members and CARM Focal points in Mercy Corps Indonesia, whose role is to support the implementation of consistent standards, processes and practices of MEL and CARM, to improve the quality, effectiveness and efficiency of MCI’s programs.  This includes: (1) design and development of effective Monitoring, Evaluation and Learning in agency and program level, which including oversee of MEL capacity development strategy and process, providing support to programs during key project development and implementation moments, checking in on program quality and impact, (2) develop and oversee the implementation of Community Accountability Reporting Mechanism (CARM); (3) facilitate capacity building of program teams on program management standards.

Essential Job Responsibilities

  1. MEL and Program Standards

    • MEL system development and management
  • Work with the country program team to upgrade MEL systems implementation.
  • Provide guidance, recommendations, oversee, and leadership to ensure that the MEL systems meet the needs of programs, managers, senior leadership, and donors.
  • Manage the development and oversee the implementation of appropriate data management systems that provide access to timely, accurate, and meaningful data.
  • Ensure data management systems produce data and evidence that can be used to inform programmatic and strategic decision making and demonstrate the impact of MCI’s programs on the communities and individuals we serve.
  • Work with relevant colleagues (e.g. IT and Regional MEL) to identify opportunities to incorporate MEL tech tools such as use of digital data collection, GIS-mapping using mobile devices, and on-line data management platforms to improve data collection, impact measurement and learning outcomes within and among programs.
  • CARM
  • Act as Country CARM Alternate Focal Point
  • Develop CARM system, including guidance and tools, in coordination with CARM Support Unit (HQ/Regional)
  • Support program teams in developing and implementing CARM system.
  • Technical Assistance and Capacity Building
  • Support program and leadership teams to prioritize learning goals and outcomes; and in collaboration with HR develop a capacity building strategy that reflects agency needs on MEL, program standards, and CARM.
  • Provide training to program teams, including MEL officers, the development of MEL Plans, MEL tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation, program standards, gender integration, and CARM
  • Facilitate technical assistance and capacity building for program teams in the implementation of program management standards (PM@MC) in coordination with Global/Regional Program Standards Advisor.
  • Program Design
  • Participate in program design and proposal development to ensure that all programs include and resource MEL best practices at the proposal design stage for most effective program management during implementation.
  • Promote adherence to Mercy Corps’ minimum standards: MEL and CARM, such as the use of standardized log-frames, indicators and MEL approaches, program management, and CARM, etc.
  • Support program teams to build critical research and learning imperatives into program design, proposals and budgets as needed.
  • Assessments, Baseline and Endline Surveys and Evaluations
  • Provide support to program teams with the design, implementation and analysis of assessments, baseline and endline surveys and evaluations.
  • Coordinate with Mercy Corps’ Regional and/or Global MEL Teams to ensure appropriate tools are used for collecting, analysing, and reporting data.
  • Support program teams to ensure that lessons learned are documented and shared.
  • Internal Coordination  
  • Strengthen linkages with internal resources, including Mercy Corps’ Regional MEL and Program Standards Advisors; HQ-based Technical Support Unit (TSU) and online resources such as Digital Library, Hub, and Connect, to enhance organizational learning where relevant to Program Quality.
  • Provide support to and coordinate between all offices and programs in all aspects of MEL and program management standards in country.
  • Strategic Leadership
  • Provide leadership, in collaboration with Senior Management, in all aspects of MEL and program standards.
  • Participate in the facilitation of country and sector-level strategic planning sessions, assisting program managers, directors, and ED in the development of their annual plans.
  • Coordinate country-wide collection and compiling of MEL data (e.g. counting of beneficiary numbers) as part of the annual reporting to HQ.
  • Support the development of sector strategies and frameworks in accordance to the overall country strategy
  • Support the development of processes to support programs team in integrating cross- grants learning and ensure that lessons learned are used to inform adaptation of activities and future program design
  • Contribute to agency efforts on the development of partnership strategy, ensure coherent and consistent approach to partnership and decision making
  • Actively participate in management meetings and country-wide strategy sessions.
  • Represent MCI as needed in meetings and discussions on MEL issues with MCI’s implementing partners and donors.

Other

  • As a member of the MCI SMT (Senior Management Team), contribute to the development and achievement of Mercy Corps’ overall mission in Indonesia and help monitor and maintain the health of the organization as it goes about achieving this mission.
  • Establish cordial, professional relations with MC staff, community leaders, government officials, local NGOs and beneficiaries, ensuring MCI’s ability to work with transparency, accountability and good will.
  • Other duties as requested or assigned.

Knowledge and Experience

  • University degree in a relevant field.
  • At least 10 years relevant professional experience, including at least 7 years working in MEL for non-governmental organizations working in international relief and development.
  • Demonstrated expertise and experience in MEL, including the development and use of log-frames, indicators, MEL plans and systems.
  • Possess skills in qualitative and quantitative MEL methodologies and techniques.
  • Experience in developing and implementing baseline studies and evaluations.
  • Significant experience in training and capacity building.
  • Experience/familiar with program management minimum standards including MEL, project management, participant accountability.
  • Experience with MEL systems of various donors, including USAID, FCDO, EU, etc.
  • Familiarity with Humanitarian Principles preferred.
  • Leadership experience in emergency response programs preferred.
  • Strong knowledge of software applications typically used for data management, collection, analysis and reporting (e.g., Excel, Access, SPSS/STATA, ODK, Kobo, Enketo, Ona, CommCare, TolaData, PowerBI, Visual Studio, MAXQDA, or others).
  • Excellent oral and written communications skills both in English and Bahasa Indonesia.
  • Demonstrated attention to detail, meet deadlines, take initiative, anticipate, and solve problems.
  • Multi-tasking, coordination, organization, prioritization skills essential.
  • Willingness to engage in regular travel to program sites in the field.

Success Factors

The ideal MEL Manager will be a creative self-starter, who is flexible, open-minded and has the ability to work in a team. S/he will possess excellent inter-personal communication skills with the ability be able to develop and maintain rapport within the program and among external partners and communities.  Dealing with multiple program teams requires excellent time-management, facilitating and multi-tasking skills, as well as influencing skills. The position requires the ability to work effectively in both a team and an inter-agency setting, as well as to assume individual responsibility for specific progress updates and other reporting tasks.

Living Conditions / Environmental Conditions

The position will be based in Jakarta. Travel is required with up to 25% of time spent in the field.
