The East Asia and Pacific Region (EAP) Regional Infrastructure Department (IEADR)

The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG’s twin goals, eliminating extreme poverty and boosting shared prosperity – extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces significant challenges such as managing the largest rural-to-urban population shift in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.

The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and urban development and related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit (IEAE1), a transport unit (IEAT1) and two urban units (IEAU1 & IEAU2).

The East Asia and Pacific Region Energy (IEAE1) Unit

The IEAE1 Unit supports clients in the region in addressing diverse energy sector challenges, including sector reform, utility efficiency and restructuring, renewable energy, energy efficiency, energy access, and regional integration. In particular, since the region represents a substantial portion of global greenhouse gas emissions and coal consumption, the engagement focuses on expanding access to clean and modern energy services, facilitating energy transition and cross-border power trade in the region while meeting rising energy demand in an affordable way to sustain economic development.

Duties and Accountabilities

Lead and guide the overall energy sector policy dialogue in Indonesia and the Bank’s strategic focus therein, in coordination with the Energy Practice Manager based in Singapore. He/she will lead complex operations, enhance portfolio performance, and ensure that lending operations and ASA activities are well coordinated and undertaken in a timely manner. Specific duties and responsibilities shall include:

(a) Lead strategic ASA, policy dialog and business development and ensure strategic alignment of energy engagement with government priorities and the CPF.

(b) Lead lending operations (lending and supervision), including ensuring the overall quality and performance of the energy portfolio through working closely with the PM and the EAP Energy Operations Team, being the Task Team Leader for individual projects while also maintaining sufficient knowledge of individual operations and activities not managed by him/her to be able to identify and help resolve project-specific or systemic issues.

(c) Lead coordination and collaboration with internal teams, including other PG teams and the CMU management, and with IFC/MIGA to drive for One WBG solutions for delivering comprehensive solutions and maximizing financing and impacts.

(d) Provide guidance and mentoring to junior TTLs and staff working on the Indonesia energy program.

(e) Advise colleagues and clients on global best practices in the energy sector and keep abreast of country sector issues as well as contribute to global energy knowledge by introducing success and lessons learned in the Indonesia energy sector that may have relevance to other clients.

(f) Leading the coordination with development partners at the country level focusing on the energy program for Indonesia in close coordination with the CMU and contribute to the coordination and discussion with development partners at the regional level.

(g) Participate in corporate tasks, as needed, by the EAP INF department

Selection Criteria

In addition to the Bank-wide core competencies listed below, this position requires sectoral depth in the energy practice and the successful candidate must meet the Energy GP criteria for GH roles :
• Master’s degree level in a relevant field/discipline and a minimum of 12 years of relevant professional experience in positions of increasing complexity and responsibility. Experience in at least two regions working in the or a combination of regional and corporate assignments.
• In-depth knowledge in the energy sector, including renewable energy, energy access, energy transition, energy policy and regulation, energy economics and financing, and sector institutions and governance.
• Track record of leading policy dialog, sector reforms and WBG financing operations using various instruments such as IPF, DPL, and PforR, as well as analytical and advisory services. Experience leading other tasks associated to energy programs including work programming, budgeting, trust fund management is also required.
• Familiarity with WBG instruments, including guarantees will be a plus.
• Ability to communicate with senior authorities on complex policy issues.
• Demonstrated capacity to understand the political economy and local context. Field experience is preferred.
• Demonstrated client orientation through identifying and evaluating emerging opportunities aligned with WBG strategy, and challenging others to remove barriers and to deliver beyond client expectations.
• Demonstrated achievement of results – through building a culture that consistently delivers high-quality products and services to clients and through engaging others in implementing strategies that have long-term impact.
• Demonstrated leadership in teamwork and inclusion to support collaboration and working across boundaries, and ensuring diverse talent and capability is mobilized across Global Practices and WBG teams.
• Proven ability to work across practice and disciplinary boundaries as well as with multiple stakeholders to build collaborative alliances for results.
• Excellent inter-personal skills, ability to constructively solve conflict situations and proven ability to lead from behind.
• Demonstrated clear and concise oral and written communication skills.
• Work in at least two world regions or a combination of region and corporate assignments is required.
