MANAGING RISK THROUGH ECONOMIC DEVELOPMENT (M-RED) IN INDONESIA PHASE III
Mercy Corps Indonesia (MCI) is a local Indonesian non-profit organization, which will implement humanitarian, and development assistance programs throughout the country. MCI mission is to empower people in Indonesia to become healthy, productive, and resilient communities. Resilience means an ability to recover form or adjust easily to misfortune or change.
Program Summary
Managing Risks through Economic Development (M-RED Indonesia) is a program that operates primarily in Palu in Central Sulawesi to elaborate programming in the so-called Disaster Risk Reduction “DRR-Livelihoods Nexus” by developing and implementing Disaster Risk Reduction activities that simultaneously promote local economic development and generate income. In close collaboration with the Provincial and District Disaster Management Agency (BPBD) the program works with vulnerable smallholder farmers in two sub districts, namely Lindu and Kulawi in Sigi district to promote livelihood interventions that are more resilient against floods, landslides, droughts, soil erosion and the effects of climate change.
M-RED promotes best practices in community-based Disaster Risk Reduction (CBDRR), while taking a Market Systems Development (MSD) approach by providing bundled services to the most vulnerable smallholder farmers to leverage economic incentives for risk reduction outcomes. The program has a research and learning component to evaluate the relationship and effectiveness of the “nexus” model to achieve impacts on resilience capacities and responses, and on both the economic and risk reduction impacts as well as drawing on the wider M-RED lessons’ learning in the region (Nepal & Indonesia).

KNOWLEDGE MANAGEMENT DOCUMENTATION AND LEARNING (KMDL) OFFICER – MRED PROGRAM
General Position Summary
Supervised by MRED Indonesia Program Manager. Knowledge Management and Learning Officer will collaborate with M-RED Program Director, and Program Managers in M-RED program countries to develop and implement a communication and knowledge management system. She/he will be responsible to develop high-quality communication products and, will have strong communication and representation skills. As Gender and Social Inclusion (GESI) is cross-cutting for all Mercy Corps programs; the Knowledge Management Officer is required to own this and ensure GESI sensitivity and integration to his/her respective areas of responsibility.
Essential Job Responsibilities
Strategy, Planning & Learning
- Work with M-RED Program managers and Program Director to prepare a communication plan for M-RED and lead the implementation of the plan
- Design and implement effective Communication and Knowledge Management and Learning tools and mechanisms in collaboration with other team members
- Serve as technical lead on matters related to Communication and Knowledge Management
- Identify and prepare technical content and implement content strategies to ensure that the right information is getting to the right people at the right time
- Lead organization of learning events, and other knowledge management activities
- Develop and maintain strong relations with regional, national, provincial, and district-level media personnel and organizations and proactively engage and monitor to ensure proper representation of M-RED
- Periodically update M&E Plan and result chain informed by routine M&E data collection, research findings
- Provide leadership to field offices in developing program-level M&E systems that meet donor requirements and Mercy Corps minimum standards and feed into a standardized countrywide M&E system and strategy.
- Together with country M&E lead and resilience MERL Advisor, lead to design and conduct the baseline, mid-term, end-line survey, KAP, and Impact Evaluation of project
- Ensure M-RED communications outreach and visibility materials are in line with the Mercy Corps and MACP Branding Guideline
Collecting and Structuring the Information
- Assist M-RED team in collecting appropriate learning about programs and their best practices
- Work closely with other M-RED team members and partners to collect information, program results, facts, and evidence required for communication and knowledge management purposes
- Work closely with M-RED Monitoring, Evaluation, Research and Learning (MERL) Advisor in the region, and country MEL team to develop an appropriate information learning and sharing platform
- Prepare a standard information package and learning documents on M-RED activities that can be shared with visitors and media as required
- Ensure targeted, coherent and consistent messages from all M-RED staff and partners.
- Collect, structure, and document project-related information for internal and external audiences, and government and ensure publications are regularly posted and accessible.
- Lead the development and implementation of the Community Accountability Reporting Mechanism (CARM) activity for the program
Documentation, Reporting, and Communication
- Assist M-RED Indonesia Project Manager in contributing to Monthly, Quarterly, and Annual Progress Reports
- Support and follow-up project partners to meet Government Compliance for timely submission of annual program and progress reports
- With support and guidance from the Program Manager, represent and communicate with internal and external stakeholders to share learnings and project results
- Translate and share the project working approaches, modalities, guidelines, case studies, and process documents
Dissemination and Sharing of Project Best Practices/Results
- Ensure timely preparation and dissemination of project best practices and results on both internal and external platforms
- In consultation with the Programme team members, plan and facilitate learning events, such as discussions, seminars, webinar workshops, forums, and training (both in-person and online) to disseminate good practices promoted by the program.
SAFEGUARDING RESPONSIBILITIES
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Knowledge and Experience
- Bachelor’s degree in Social Science, Communication, and Journalism. A Master’s degree is preferred.
- At least three years of experience in the social development sector especially in reporting and documenting the best practices and results of programs related to Disaster Risk Management, Market System Development, and Resilience program.
- Has experience or background in M&E and able to facilitate community meetings
- Communication and knowledge management design and implementation skills.
- Willingness to travel frequently and to natural disaster-prone areas.
- Demonstrated ability to work in complex environments under tight deadlines. Previous experience is highly preferred.
- Strong organizational skills required with demonstrated experience in strategic planning, communication skills, and the ability to work independently.
- Good computer skills, including preliminary research and information gathering from the internet, Graphic Design software, MS Word, Excel, and PowerPoint preparation are required.
- Experience in designing qualitative research will be an advantage
- Excellent written and oral presentation and communication skills in both English and Bahasa, including report development, writing, and editing.
- Familiar working with community and facilitate discussion between community and other stakeholder
