ThinkWell will develop a sustainability assessment and transition plan for The Global Fund’s (TGF) HIV, TB, and Malaria (HTM) portfolio in Indonesia, considering the context of Indonesia’s decentralized health system and Health Law No. 17/2023. This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. The Health Financing Specialist (Grade 9) will play a crucial role in developing sustainability and transition scenarios for Indonesia’s HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia’s decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. This is a full-time position based in Jakarta, Indonesia, for the period of January to 31 May 2025.

Responsibilities

1. Conduct literature reviews on relevant technical and policy issues and summarize findings effectively.

2. Collect and manage (e.g., clean, sort, and match variables) data for analysis from multiple health information systems (NHA, IDHS, SUSENAS, SAKERNAS, and BPJS-K sample claims), documenting the study protocol and upholding good research practice.

3. Conduct analysis using health financing tools; Stata, R, or other applicative tool, to build evidence that informs policy on health financing. The analysis includes financing flows and fund tracking across different government levels (central, provincial, district) for HTM programs.

4. Analyze quantitative and qualitative data across various subjects, including HIV/AIDS, TB and Malaria. Conduct analysis on health expenditure and utilization, budget impact analysis, and cost-effectiveness analysis of public health programs. Assist in developing and analyzing funding scenarios for the HTM program transition. Support the analysis of JKN claims data related to HTM services and their integration into the national health insurance scheme. Analyze absorption capacity for HTM programs across different administrative levels

5. Create graphics and visualizations of quantitative and qualitative data.

6. Create documentation for projects as requested, including meeting agendas and minutes, photos, and recordings from engagements such as interviews, client meetings, and project workshops.

7. Actively participate in team meetings and contribute pertinent information, ideas, and suggestions related to project commitments.

8. Organize and manage version control for project documents, including Excel workbooks, narrative reports, and PowerPoint slide decks, to facilitate team efficiency and accuracy and to ensure high-quality client deliverables.

9. Working closely with other ThinkWell, TGF staff, or other key stakeholders

DELIVERABLES

‒ A progress report that shows the summary of tasks provided contributions to TGF work plan deliverables. This should be submitted every 25th of each month.

JOB LOCATION: This position is based in the Jakarta ThinkWell Office, Indonesia (Indonesian Nationals Only).

TIMELINE: The position will start in January 2025 and be completed on 31 May 2025.

Requirements

• · BA/BS and 8+ years of experience or graduate degree and 6+ years experience in public health, health economics, or related fields with a medical background preferred;
• · Demonstrated experience with health financing, especially in the areas of strategic purchasing, donor transition, public financial management, decentralization, health financing reforms, policy leadership, and government engagement;
• · Demonstrated understanding of key concepts in health financing concepts and the design of national health insurance policies;
• · Demonstrated poise and professionalism in developing and managing relationships with external partners, donors, and stakeholders;
• · Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA or R) preferred;
• · Demonstrated capacity to configure and analyze data, including from various large national datasets such as NHA, IDHS, SUSENAS, RISKASFAS, RISKASDES, and MNCH mortality and morbidity data;
• · Exceptional analytical, research, and problem-solving capabilities;
• · A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work;
• · Tech savvy and skilled at visual display of data;
• · Full fluency in English and Bahasa Indonesia;
