The Head of the Food Security and Nutrition Analysis Unit reports directly to the Deputy Country Director, with strategic guidance from the Country Director. Under the incumbent’s leadership, the unit contributes to the achievement of the World Food Programme Indonesia’s Country Strategic Plan 2021-2***; specifically, strategic outcome 1: By 2025 the Government and other partners have enhanced capacity to generate and apply high quality evidence as a basis for the reduction of food insecurity and malnutrition. This strategic outcome aligns with and contributes to outcomes 1, 3 and 4 of the United Nations sustainable development cooperation framework (UNSDCF) and aligns with the Government of Indonesia’s medium-term development plan (RPJMN) by contributing to several priorities.

The Head of the Food Security and Nutrition Analysis Unit is expected to ensure high quality and technical expertise for WFP Indonesia’s country capacity strengthening and engagement in policy dialogue, provision of technical assistance, and the generation and utilization of evidence/data to inform food security and nutrition policy and programmatic decision making, including actions designed to mitigate the impact of climate change and natural hazards. The incumbant is responsible for overall management of the unit including performance managment, resource mobilization, technical quality, alignment with guidance and best practices, and reporting as per WFP, donor and UN system requirements.

In close collaboration with the other WFP Indonesia functional areas and under the direct supervision of the Deputy Country Director, the Head of the Food Security and Nutrition Analysis Unit is expected to:

  1. Manage the food security and nutrition analysis team, providing consistent coaching and guidance to ensure technical quality and results.
  2. Maintain and strengthen cross unit collaboration, particularly on issues related to nutrition, climate change adaptation, anticipatory action and social protection. Ensure routine communication and coordination with relevant functional units in the Regional Bureau and Headquarters.
  3. Oversee, coordinate and ensure technical quality of WFPs contributions towards strengthening government systems for the utilization of food security and nutrition analysis, early warning systems, and monitoring tools in line with the innovative methodologies and global best practice. This includes maintaining and development of the WFP’s Platform for Real-time Impact and Situation Monitoring (PRISM) and its use by partners, including for risk and impact analysis and informing shock responsive social protection systems and anticipatory action.
  4. Coordinate and provide technical assistance to WFP partners, to produce evidence-based analysis to inform policy and programmatic decision making through enhancing methodology and utilization of yearly nation-wide Food Security and Vulnerability Atlas (FSVA) by the National Food Agency (NFA-Bapanas), using the results of small area estimation (SAE) analysis, seasonal monitoring bulletins, food price updates, and other data.
  5. Lead development and implementation of strategies and plans to improve the dissemination, uptake and utilization of analysis products to inform Government planning and programming. Monitor, document and share results regularly.
  6. Lead the FSVA SAE Methodology Review by global expert/s, jointly with the Indonesia’s Statistics Agency (BPS) and partners, to improve data reliability, analysis and outputs.  Design methodology for and facilitate technical consultations and meetings to ensure effective collaboration between parties.
  7. Maintain and strengthen partnership and collaboration with key Government partners, including with the Ministry of National Development Planning (Bappenas) and the Ministry of Social Protection (MoSA). Coordinate activities in strengthening Governments early warning, risk information and disaster mitigation systems, training staff, representing WFP in the Food Security Task Force, amongst other forums.
  8. Liaise and network with sister UN agencies and other development partners on data, analysis, and evidence generation initiatives, including the UN’s data, monitoring, evaluation and learning (DMEL) working group and UN’s common country analysis (CCA).
  9. Significantly contribute to and lead on technical inputs for development of strategies, concept notes and funding proposals to mobilize resources towards for SO1 activity implementation.
  10. Manage the utilization of grants, ensuring timely completion of associated deliverables and periodic reporting, as required.
  11. Represent WFP in official and technical meetings and consultations with partners to contribute to discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on evidence) and for potential collaboration.
  12. Facilitate integration of food security and nutrition analysis across the WFP Indonesia programme portfolio and broader strategic engagement by providing technical support and guidance across programme, partnerships, and strategy units.
  13. Support the monitoring and evaluation, reporting and knowledge management of WFP activities, providing technical analysis, interpretation, and written content, in close coordination with the M&E, Reporting and Knowledge Management Unit.
  14. Take responsibility for incorporating gender perspectives and disability inclusion in all areas of work.
  15. Coordinate, if required, activities for timely and efficient response to emergencies as contributing to the ENAs, conducting market assessments and evidence-based analysis, on impacts of emergency on food security, livelihoods.

Expected Deliverables:

  1. Unit effectively managed including recruitment, staff development, and performance management according to WFP systems.
  2. Production of an evidence-based analysis and reports for the response decision making and for supporting policy formulations.
  3. Technical inputs well-coordinated and of sound methodology to improve the integration and utilization of PRISM as a platform to inform government early warning, preparedness, anticipatory action and adaptive social protection.  
  4. Country capacity strengthening strategy and plans co-designed, implemented and monitored with key Government partners.
  5. Technical support to key Government partners for reliable evidence generation and improved analysis delivered with quality. This includes the review of the FSVA SAE methodology by external expert/s.
  6. WFP Indonesia positioned, well represented and recognized for its role in food security and nutrition analysis, climate analysis and early warning systems.
  7. Partnerships with the Government Ministries, UN Agencies and other counterparts well-coordinated and managed.
  8. Resources mobilized to support implementation of Strategic Objective 1.

STANDARD MINIMUM QUALIFICATIONS

Education: 
Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Demonstrated technical knowledge and experience with food security, nutrition and climate data collection, analysis/interpretation, publication and uptake/utilization, jointly with government agencies, development partners and academia. Track record of successful capacity strengthening with government agencies, specifically policy engagement, provision of technical assistance, and the generation and utilization of evidence/data to inform policy, planning and programmatic decision making. Previous experience managing a high-performing team of international and national analysts and working collaboratively with other functional teams (e.g., M&E, programme, IT, strategy/policy, partnerships). Ability to initiate, foster and maintain strong multi-sectoral partnerships and relationships with government and stakeholders.

Knowledge & Skills: Ability to produce high quality reports and presentations, often under time pressure. Excellent interpersonal and communication skills, particularly with Government officials and other stakeholders

Languages: Fluency in English language.
