Role Overview:

The Head of Project Delivery is responsible for overseeing the governance of construction projects, ensuring that they adhere to regulatory requirements, internal standards, and project deliverables. This role will have direct oversight of both the Design and Tender teams, ensuring that these critical functions align with the overall project strategy and objectives. The role requires a strategic thinker with strong leadership abilities, 
capable of driving project success through effective governance and collaboration across teams.

Key Responsibilities:

1. Governance Oversight:

• Establish and maintain governance frameworks for all construction projects, ensuring compliance with regulatory, contractual, and internal requirements.
• Monitor the Design and Tender teams to ensure alignment with project goals, timelines, and budgets.
• Develop and implement governance policies and procedures to guide project execution.

2. Design Team Oversight:

• Ensure that the Design team produces high-quality, innovative designs that meet project specifications and client expectations.
• Review and approve design proposals, ensuring compliance with regulatory standards and project goals.
• Collaborate with the Design team to resolve any issues or challenges that may impact project timelines or quality.

3. Tender Team Oversight:

• Oversee the tendering process to ensure it is transparent, competitive, and aligned with project requirements.
• Review and evaluate tender documents and bids, ensuring that they meet the project’s financial and technical specifications.
• Work closely with the Tender team to negotiate contracts and select the best contractors or suppliers for the project.

4. Risk Management:

• Identify, assess, and mitigate risks related to project governance, design, and tendering processes.
• Ensure that all teams adhere to risk management strategies to minimize potential project disruptions.

5. Stakeholder Engagement:

• Serve as the primary point of contact between the Design and Tender teams and senior management, ensuring clear communication and alignment with project objectives.
• Engage with external stakeholders, including contractors, suppliers, and regulatory bodies, to ensure project success.

6. Performance Monitoring:

• Track and report on the performance of the Design and Tender teams, ensuring that they meet established goals and KPIs.
• Implement corrective actions when necessary to ensure that project deliverables are achieved.

7. Continuous Improvement:

• Promote a culture of continuous improvement within the Design and Tender teams, encouraging innovation and the adoption of best practices.
• Lead post-project reviews to identify lessons learned and improve governance processes for future projects.

Key Skills and Qualifications:

1. Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field. A Master’s degree or relevant certification in Project Management or Governance is preferred.
2. Minimum of 10 years of experience in project management, construction, or a related field, with at least 5 years in a governance or leadership role.
3. Proven success in delivering large-scale real estate projects, such as residential, commercial, or mixed-use developments, on time, within budget and meet quality standards 
4. Skilled in managing project budgets, cost estimation, and financial forecasting.
5. Expertise in identifying and mitigating risks specific to construction timelines, quality, and budgets.
6. Experience in managing cross-functional teams involving architects, tender team, contractors, and consultants.
7. Familiarity with local real estate regulations, zoning laws, and compliance requirements.
8. Expertise in contract negotiation and vendor management in construction and property development.
9. Professional certificate such as PMP, CMAA is a plus
