Key Responsibilities:
JOB PURPOSES:
Provide leadership and effective financial management of all types of projects in full compliance with the organisations and donors’ rules and regulations. Employ strategic financial analysis to offer guidance to the program implementers and design and deliver financial reports that adhere to both the organisations and donors’ guidelines and requirements. Conduct technical coaching and mentoring to the implementing team. Monitor and deliver comprehensive information to the Compliance and Reporting team, Project team, Zones, and other stakeholders throughout the project lifecycle, from the start-up activities to project close-out.
1. Strategy Development & Planning ·
Support the development of project management on financial aspects and monitor its progress through regular evaluation process.
Lead the growth of grant and locally restricted funding through initiatives to improve analysis of project finance, cost recovery, risk mitigation, as well as facilitate effective commercial contracts.
Lead the capacity building of local partners and improve the overall business practise regarding local partnering.
Monitor project budget and make sure of its most updated approved version.
Work together with other units, departments, and regional in project management and compliance.
Provide technical advice on finance and budgeting aspect during the project implementation.
Provide analysis on effective Cost Structure allocation from Ministry Support Costs to project Budget.
Conduct the analysis of funding availability to support the cash management of project funding.
Lead the process for close-out preparation at end of funding or project cycle in compliance with donor regulations and manuals
Coordinate closely with Donor agencies and stakeholders (Support Officers/SOs).
3. Capacity Building/ Technical works
Conduct capacity building plan and Talent Management Strategy for Compliance & Reporting team to enhance their technical and non-technical skills to support higher performance and career path.
Conduct capacity building to finance and non-finance to ensure compliance with both Organisation’s and Donors’ rules and regulations
Educate implementing team and other stakeholders to understand financial procedures and practices.
4. Accountability & Quality Assurance
Review the support cost charging in compliance with the approved budget and regulations.
Conduct review on the match fund utilisation to cover unallowable cost and contribution cost.
Conduct smooth handover with the acquisition team and respective zones.
Manage Project Budget and Actuals System (PBAS) Commitment request to Support Offices.
Active involvement in project implementation process.
Monitor the Watchdog utilisation and Blocked Party Screening (BPS) compliance in every project.
Lead the audit firm procurement process and ensure the compliance to the Donors’ requirement.
Support the process for financial audit/expenditure verification for projects and Yayasan and monitor the follow up actions on the audit findings.
Support effective project financial operations to promote cost-efficiency, higher yield to ministry and to align with partnership/donor/statutory requirement, policies and standard.
Support the financial data management, reporting and analytics and become the strategic business partner who is responsive to organisational needs.
Support the action and insights to simplify the business process and provide technical guidance to Zonal/Area Pogram (AP) and project teams.
Support updating risk mapping profiles for all projects and provide solution to minimize risk.
Analyse the data & information and provide insights to key stakeholders to improve decision making.
Support the midyear review in terms of Mid-Year Review (MYR) & Semi-Annual Report (SAR) financial process for all funding type projects at national level.
Consolidate salary and benefits charging and ensure the accuracy of its codes and shared percentage.
Consolidate reallocation of cost allocation (CAL) data.
Provide technical assistance to the project team in developing and reviewing financial plans, forecasts and analysis for projects as well as the development of partner capacity.
Provide and analyse workload of finance compliance & reporting team, project staff, and staff support to project, advise on resource integration options to meet requirements of donor and on recovery of indirect and field ministry service costs for grants and private funding.
Conduct effective analysis from project regular Monitoring & Evaluation, produce good documentation and well-coordinated reporting system, and documenting lesson learned as needed, include to ensure that no overspending of projects and continuously review MyPBAS commitment for the programs.
Conduct training and monitoring on the rules and regulations covering financial management of major grants i.e. USAID, DFAT, BMZ, etc and multilateral agencies (UN, EU, ASEAN) or other donor entity and communicate with leadership as changes occurs that impact existing protocols.
Liaise and collaborate with other finance team, cross-functional units, zones, and teams of relevant World Vision entities.
5. Management & Leadership
Provide Christian leadership and support to enrich the organization’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
Develop and manage annual business plan and budget for the Unit.
Build and maintain positive spirit of working in team with other staff in respective unit and department.
Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
Manage all risks related to contractual and project management according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Model accountability, integrity and faithfulness, demonstrating that We are Stewards and We are Partners.
Complete all other tasks required by the supervisor to effectively assist the zone in financial and procurement services.
QUALIFICATIONS:
Bachelor’s degree in accounting/finance and/or has course certificate in accounting/finance and/or has required professional experience.
At least 5 years’ experience in financial management, accounting or auditing, preferably gained in humanitarian sector.
Above 1 year’ experience in managing team.
Professional Proficiency in Bahasa Indonesia and English.
Ability to travel within country or internationally.
Up to 25% of travel time.
Excellent working knowledge of GAAP.
Good working knowledge of computerized accounting system.
Experience with planning and forecasting, and project management.
Knowledge of government/donor grant regulations and reporting requirements preferred.
Ability to solve complex problems and to exercise independent judgement.
Willingness to do extra miles to perform any other tasks assigned by his/her supervisor.
