JSI Research and Training Institute, Inc. (JSI), a US-based public health management firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Deputy Chief of Party for Technical Implementation for the anticipated USAID Health System Strengthening (HSS) Flagship project in Indonesia. Building on USAID investments, the HSS Flagship scope will focus on improving accountability, health system performance, and health outcomes (especially for Maternal and Child Health, Tuberculosis, HIV, and Global Health Security) based on performance-based and sustainable health financing, a strengthened health information system, resilient human resources for health, integrated care models, and a strong evidence-to-policy pathway. The upcoming USAID HSS Flagship project in Indonesia is a five-year, $35M dollar activity.

The DCOP, Technical Implementation will be responsible for coordinating all interventions of the HSS Flagship and providing technical oversight of the project staff. The DCOP, Technical Implementation will assist the COP in overall project leadership and, in coordination with the Strategic Technical Advisor, will liaise with government stakeholders, USAID, and other actors in the health system. The DCOP, Technical Implementation is a member of the Senior Management Team of the project and reports to the Chief of Party. Responsibilities shall include the overall coordination of program implementation activities in order to strengthen systems to deliver equitable, quality, integrated local-level public health services.

This position will be based in Jakarta.

• Support COP to provide overall leadership and strategic vision for the project and provide coverage in the COP’s absence.
• Responsible for assuring that all technical assistance and services provided under the cooperative agreement are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
• In the absence of the COP, serves as Acting COP and the project’s key representative with the USAID and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.
• Assist in directing the program’s work plan to ensure activities are locally-led, that capacity strengthening efforts are tailored to the partner or institution targeted, and local organizations are well represented.
• Supervise and assess the performance of senior staff and ensure supervisory and accountability systems are in place for all long-term and short-term advisors, sub awardees, consultants and staff.
• Provide leadership in developing, implementing, and assessing interventions at facility and community level.
• Coordinates with the MEL Director to ensure systems and processes for comprehensive and adaptive monitoring, learning and evaluation of the program.
• Coordinates with the Finance and Operations Director to ensure efficient and cost effective implementation of project activities.

• ? Master’s level education/training or its equivalent in Public Health, International Development, or a related field required.
• At least 12 years of experience managing development programs in Indonesia with a focus on health systems strengthening (HSS), health information systems (HIS), human resources for health (HRH), service delivery, and/or quality improvement required.
• Experience in the programmatic areas of maternal newborn health, tuberculosis, HIV, integrated primary care and global health security/One Health at the national and subnational level
• Experience in building and maintaining collaborative relationships with a variety of stakeholders across the Government of Indonesia, in particular within the Ministry of Health, Coordinating Ministry for Human Development and Culture of the Republic of Indonesia, Social Security Administrator for Health, as well as Provincial and District level health offices
• Experience in developing the technical capacity development of local organizations in health systems pillars
• At least 4 years of experience in progressive leadership positions on projects of similar scope and complexity, including experience creating and managing project work plans and national and subnational level teams.
• Fluency in English and Bahasa with strong oral and written communication.
• Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums, preferred
