Project Description 

EDC has 2 ongoing projects in Indonesia, i.e. the Racial and Environmental Justice (R&E) Project and Virtual First Job (VFJ) Project, and some potential projects are seen in the future. This position relates to these projects.

The R&E Project attempts to equip youth and community leaders – including those of ethnic minority backgrounds — with the knowledge, skills, and agency to build effective coalitions and move their community toward environmentally safe and sustainable practices, jobs, and habitats. The R&E Project is a three-year project, starting in 2021. Anticipated project closing is mid-2023.

The R&E Project in Indonesia aims to train 3000+ youths with Our World Our Work Modules in Bangkalan Regency, Madura and in Mimika Regency, Central Papua Province with provision of blue/green economy (BGE) project-based learning in collaboration with education institutions partners. R&E also works with local partners to develop at least 3 BGE community projects in Bangkalan and Mimika.

Through the VFJ Project, EDC works with 80+ vocational school and university students in Bangkalan and Mimika who are involved in BGE project-based learning to be connected virtually with approximately 25mentors from private sector background to receive guidance and feedback from professional perspectives on their BGE projects.

Job Description

Reporting to the Chief of Party, the Country Director will serve as a full-time technical, managerial and country lead for R&E and VFJ activities in Indonesia, as well as other EDC’s future projects that may materialize. The Country Director will be responsible for project management, project finance and administration, partner engagement, as well as providing programmatic inputs for program activities.

Engaging with partners and the communities is a key component of R&E and VFJ. Therefore, the incumbent will be expected to manage the relationships with a diverse array of stakeholders including community leaders, private sector partners, industry associations, education and training institutions, ministry officials, and other EDC Projects in the region.

The Country Director will supervise 3 direct reports in Indonesia and work closely with EDC Home Office Team in charge of Indonesia.

Essential Functions

Under the Guidance of the Chief of Party, the Country Director’s specific responsibilities will include, but not are limited to:

Project Management

  1. Manage the implementation of the R&E and VFJ Projects towards the achievement of the qualitative and quantitative targets.
  2. Facilitate the grantmaking process with EDC Home Office on proposal review and approval, signing of contracts, and disbursement of the funds.
  3. Ensure that grantees and partners are fully on board and understand the Project Framework, deliverables, and the Monitoring and Evaluation Framework.
  4. Work closely with grantees (e.g. training institutions, NGOs, universities, independent service providers, etc.) and partners (e.g. vocational schools, universities, etc.) to ensure that the deliverables are achieved and results are captured and reported.
  5. Identify, prepare and monitor new grantees and partners in their proposal development, project implementation and monitoring.
  6. Identify and trouble shoot any potential and existing challenges and problems.
  7. Conduct monitoring on and address challenges in the R&E and VFJ3 project implementation.
  8. Prepare periodic progress reports and annual reports showing achievements against set targets.
  9. Manage knowledge and produce knowledge products for learning and external communications.

Finance and Administration

  1. Ensure that annual and quarterly budget plans are developed and adhered to.
  2. Provide quarterly finance, administrative, procurement and HR reports to Chief of Party.
  3. Liaise with another EDC Project that provides finance and administrative support to the R&E and VFJ Projects, on:
    • Financial activities and adherence to the EDC’s financial policy and procedures.
    • Contracts and agreements.
    • Procurement activities.
  4. Guide and manage direct reports, i.e.  the R&E Community Coordinator who is based in Madura and the Project Officer and Finance and Operation Officer who work remotely/home-based, to ensure their performance.
  5. Together with the Chief of Party, conduct performance evaluation of direct reports.
  6. Conduct end-of-project closing activities.

Partner Engagement

  1. Cultivate partnerships with the donor of these 2 Projects, government and private training institutions, and other EDC Projects in the region.
  2. Coordinate with regency and provincial level partner agencies, faith-based organizations, youth organizations, and relevant local stakeholders for future sustainability of the Projects.

Programmatic Input

  1. Provide technical and programmatic inputs to the Projects for smooth implementation and impactful results.

Others

  1. Adhere to the EDC’s processes and policies outlined in EDC manual.
  2. Track and communicate trends, research, news, and policy priorities to EDC HO as part of developing/refining EDC’s strategic positioning and program development in the Philippines.
  3. Participate in inter-agency coordination meetings, and special activities or events as appropriate, as requested by the Chief of Party.
  4. Participate in internal administrative and operational meetings, as required.

Perform other duties as may be assigned, including occasional support to other EDC programs.

Qualifications

Education:  

  1. At least a master’s degree in education, instructional technology, curriculum development, community development, sustainable development, or other related fields.
  2. Training in non-formal education and/or technical-vocational education or related or similar fields would be an advantage.

Skills and Experience:  

  1. At least 7 years of progressively responsible and directly relevant experience required, preferably in education, instructional technology, curriculum development, or other related disciplines.
  2. A minimum of 5 years of experience in initiating, managing/implementing and closing projects.
  3. Experience and involvement with developing curricula or training materials; working with youth and teaching or facilitating experience.
  4. Computer literacy, preferably including database applications and knowledge of website management.
  5. Excellent communication and report writing skills, experience in proposal writing is an advantage.
  6. Strong interpersonal communications, negotiation, presentations skills and experience working in a multi-cultural environment.
  7. Ability to work independently and as part of a team.
  8. Ability to work on multi-tasks and to meet deadlines.

Language:  

Fluent in Bahasa Indonesia and excellent English language written and oral communication skills.
