Role Purpose:
To manage Shorebase, inventory, and logistic activities as per Company policy and procedures, as well as SKKMIGAS requirements in asset management, including logistic formalities. Develop and maintenance of material master, setup and maintenance of inventory system, manage procurement inventory activities, lead material write-off process with the government, and obtain permits for importation and re-exportation of goods for the operational needs.

Responsibilities include but not limited:

  • Develop and implement material management procedures, including cataloguing (coding), material issue, replenishment, write-off and disposal of materials.
  • Set up and review of new materials masters with database methodology and inventory level based on business requirements and stockholding policy.
  • Review and modifies the materials database to ensure correctness, consistency and compliance with company policies and procedures.
  • Manage and maintain material requirements planning for 2 years spare parts, and MRO type inventory in support of production operations.
  • Collaborate with user groups to plan materials requirements to ensure operation and maintenance activities running smoothly while maintaining optimal utilization of stock.
  • Lead assets write-off process from planning, executing and monitoring, including obtaining approval from management and stakeholders.
  • Monitoring material transfer by using strategic agreements with other PSCS.
  • Perform control activities to accurately record all material transactions in computerized control systems. Performs reviews, corrections, and adjustments to ensure controls.
  • Review inventory parameters to ensure optimal utilization across all requirements. Provides inventory reports for statistical and content analysis. Develops key performance metrics to facilitate measurement and continuous improvement initiatives.
  • Advises surplus and obsolete materials to another business component for utilization or disposition.
  • Collaborate with contract function group to conduct strategic sourcing in materials supply and warehouse/logistic services and liaise with stakeholders on the disposition and/or disposal of excess, surplus, and repairable materials and equipment.
  • Review and approve regular material requirement planning proposals presented by the Inventory Analyst.
  • Coordinate to schedule a periodic inventory cycle count, control and compliance activities to ensure the integrity of inventory.
  • Manage and monitor that materials and equipment are received, secured, and stored efficiently, utilizing the most appropriate material handling and storage method/equipment, materials movement, including monitoring of fast and slow-moving inventories.
  • Led the process of setting the parameters of initial spares and safety stock that should be managed in the production operations warehouse.
  • Implement a systematic stock control in the warehouse; define the proper management rules with a regular monitoring process; proceed with a systematic analysis of discrepancies and propose actions for continuous improvements.
  • Monitor maintenance of the warehouse facility and recommends improved methods and additional or replacement equipment.
  • Lead, manage and plan material procurement activities to support inventory requirement in accordance to SKKMIGAS PTK 007 and company policy and procedure.
  • Manage and resolve all potential dispute related with material procurement.
  • Manage vendor management for all material suppliers including organizing vendor day and contractor forum.
  • Initiate and lead process improvement in material procurement by using strategic agreement and developing e-procurement to reduce process time and obtain cost efficiency.
  • Monitoring shipping plan including shipping documents, B/L, AWB, INV, and packing list.
  • Coordinate and manage the preparation of master list and custom clearance of goods for the import and re-export activities.
  • Manage the effective utilization of the range of logistic service contractor such as: warehouse provider, freight forwarder, formalities agency, and coordinates with them in the performance of their services.
  • Provide material expediting report to user groups especially on the critical materials that are still being delivered by Supplier.
  • Lead and monitor audit preparation for warehouse and logistic matters from internal and external parties, as well as achievement of material management KPI as per Company and SKK Migas requirements.
  • Coordinate the preparation and submission of:
    – Importation report and maintenance importation licenses to the respective government regulatory bodies.
    – Report to SKKMIGAS, such as: asset and inventory regular, fuel and lubricant consumption, and explosive utilization.
  • Maintain high HSSE standards, leads and participates in activities supporting HSSE commitments.
  • Compliance with all Company policy, Standards, Procedures, Code of Conduct, and all industry and regulatory requirements regarding warehouse management activities.

Qualifications include but not limited:

  • Hold a minimum bachelors degree or masters degree with any discipline.
  • Professional PTK 007 certification is a must.
  • Strong knowledge and experience in knowledge of material management, material procurement, strategic agreement, warehouse management and logistics for upstream oil and gas industry.
  • Must have a minimum of 12 years of experience in the Oil & Gas industry with a minimum of 5 years experience in warehouse and material management role in the Oil and Gas industry.
  • Good network within government regulatory bodies and other PSC contractors.
  • Preferable having experience in:
    – Advance ERP user, Oracle knowledge.
    – Working in multinational company.
    – Professional certification of for asset management and importation formalities.
