Position Purpose:

To assist the External Relations Department in monitoring, controlling, and managing all matters related to the movement and utilization of foreign workers (Tenaga Kerja Asing/TKA) within Amman Mineral Group’s operational areas. The position ensures compliance with immigration and manpower regulations, provides support to business partners on expatriate-related matters, and builds and maintains effective communication with external stakeholders, particularly Immigration and the Manpower Office (Disnaker).

Scope of Work / Key Responsibilities:

1. Foreign Worker Monitoring & Control

  • Monitor and control the movement, number, and status of foreign workers (TKA) across Amman Mineral Grup’s operational areas (Batu Hijau Site, project sites, and offices).

  • Maintain up-to-date data and report on TKA distribution in alignment with company policies and government requirements.

  • Verify and reconcile data with the Expat Affairs and HR Formalities teams to ensure accuracy and compliance.

  • Track visa, work permit (RPTKA & IMTA), and stay permit (KITAS/KITAP) validity for all foreign workers.

2. Stakeholder Engagement & Liaison

  • Build and maintain effective relationships with key government agencies such as:

    • Immigration Office (Kantor Imigrasi)

    • Manpower Office (Dinas Ketenagakerjaan)

    • Ministry of Manpower (Kemnaker)

    • Other relevant regional authorities (Provincial & Regency levels)

  • Facilitate visits, audits, and inspections conducted by external authorities related to foreign worker management.

  • Represent the company in discussions and coordination meetings with government bodies as assigned.

3. Support to Business Partners and Expat Affairs

  • Assist business partners and contractors in resolving issues related to the employment or movement of foreign workers.

  • Provide advisory support to ensure contractors comply with applicable manpower and immigration regulations.

  • Support the Expat Affairs team in preparing documentation, letters, and stakeholder communications related to expatriate permits and compliance.

  • Coordinate with HR, Legal, and Operations teams to ensure alignment of data and processes across departments.

4. Reporting & Compliance

  • Prepare periodic and ad-hoc reports on foreign worker statistics, compliance findings, and government interactions.

  • Monitor regulatory updates and ensure timely internal communication of changes in immigration or manpower policies.

  • Assist in internal and external audits related to expatriate workforce management.

  • Maintain confidentiality and accuracy of sensitive data in accordance with company policies and regulations.

Minimum Requirements:

Education:

  • Bachelor’s Degree (S1) in Law, International Relations, Public Administration, Communication, or related field.

Experience:

  • Minimum 3–5 years of experience in External Relations, Government Relations, or Expatriate Affairs.

  • Preferably within the mining, oil & gas, or large-scale industrial projects sectors.

  • Experience handling immigration and manpower compliance is highly advantageous.

Technical Competencies:

  • Knowledge of Indonesian regulations related to foreign manpower utilization (RPTKA, IMTA, KITAS, etc.).

  • Strong understanding of stakeholder management and government protocol.

  • Data management and reporting skills (Excel, HRIS, or compliance tracking systems).
