BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, an NGO like Plan Indonesia, has to adapt and innovate to ensure that we stay relevant, impactful and sustainable.

ROLE PURPOSE

Senior Finance Business Partner’s role will be responsible for overall finance tasks in Program Management Unit. S/he will be working closely with Program, Grants, Supply Chain Management (SCM), and People & Culture (P&C) team in project implementation. The position will also assist local Implementation Partners (IP) regarding finance matters.

DIMENSIONS OF THE ROLE

  • Support Program/Project Manager (PM/PjM) in the management of project finance in day-to-day basis.
  • Liaise with other IPs, agencies and third parties in the CO and Field Office in relation to financial and administration activities as deemed necessary.
  • Collaborate with cross-functional team to execute finance’s tasks and achieve project objectives.

ACCOUNTABILITIES

  1. Financial Management
  • Support the full cycle of project implementation activities beginning from pre- award assessments, monitoring/compliance and close-out procedures.
  • Process and facilitates all payments or fund transfers for the projects under Program Unit.
  • Ensure that YPII funds are utilized and accounted for based on generally accepted accounting principles and YPII standards.
  • Ensure that transactions are properly coded, and if applicable, expense allocations are properly made.
  • Checks payment requests against approved budget lines. 
  • Checks budget availability for requisitions, POs and vouchers before executed.
  • Follows-up acquittal or liquidation of advances and ensures no advances are given unless the previous advance is acquitted/ liquidated.
  • Monitor outstanding PO, GR, MIRO and Partner’s advance in SAP on monthly basis and ensure no outstanding ageing more than 1 month old.
  • Perform parking journal entry for non-PO’s transactions in SAP.
  • Ensure proper filing (electronic and hard copy) of project financial reports are kept secure in CO and Field office.  
  1. Partner Management
  • Act as a liaison for financial management and system development of IPs in consultation with PM/PjM.
  • Control advance liquidation of IPs and ensuring that daily accounting activities such as invoice payment processes including the maintenance of subsidiary ledgers for advances, deposit, instalment payments and withholding tax is in accordance with YPII’s financial and accounting system.
  • Perform journal entry for IP’s advance liquidation in SAP on monthly basis.
  • File all IP agreements/MOUs, reports and correspondence for the project/contract in soft and hard copy.
  • Prepares regular forecasts of project budget utilization, and monitors the resource allocation and spending of the respective IPs.
  • Financial monitoring as well as track IP’s compliance requirement.
  • Produces monthly financial report of IPs’, which comprises of spend and fund transfer status, and discusses the same with budget holders to take corrective action if needed.
  • Undertake timely IP financial monitoring visit together with program staff and report on findings.
  1. Planning, Budgeting and Monitoring
  • Work with PM/PjM, Finance Project Lead, Finance Project Accountant and appropriate CO staff in the development of initial budget, forecast and budget revisions for projects.
  • Maintain proper record of approved project budgets and their revisions.
  • Prepare monthly budget versus actual report, in donor & local currency, for assigned projects and highlight variances to respective budget holders and ensure corrective action is taken.
  • Prepare and submit donor financial reports on time as per the agreement with donors/s, in collaboration with the Finance Project Lead, Senior Finance Project Accountant, Senior Grants Specialist, and Program Unit and do the follow up on questions and findings raised by Donor. 
  1. Project Closure, Audits and Risk Management:
  • Perform data cleansing in SAP before project close (no outstanding partner’s advance, no open PO, no pending PV, no pending parking journal, no pending cost recovery charging, no miscoded transactions, no incomplete AR, no pending inter-co transaction).
  • Provide financial data during the fieldwork done by internal and external auditor for project.
  • Maintain audit action list responses and track follow up actions from Finance and Admin audits.
  • Ensure all audit gaps closed with supporting documents before closing Project Code in SAP.
  1. Other Tasks:
  • Support the PM to fill in the gap in project’s financial management before full time staff recruited/onboard. 
  • Manage financial management of up to 4 projects (depends on the size and type of the project, could be less).
  • Assist the team in month-end and year-end closing.
  • Participate in project meetings.
  • Participate in project inception meetings.
  • Perform other related duties as requested by the supervisor or PM/PjM.
  1. Safeguarding – PSHEA

Ensure that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Bachelor’s in Accounting, Business Administration, Commerce or Finance,
  • At least 3 years relevant post qualification preferably in international organizations, INGOs and/or bilateral organisations.
  • Working knowledge of English speaking and written skills.
  • Computer software skills, including advanced Excel and other accounting packages.
  • Experience managing Donor funds, i.e., KOICA, EU, DFAT, USAID, SIDA, Irish Aid, and UN Agencies would be preferable.
  • Experience in capacity development assistance to non-finance staff or sub grantees.
  • SAP or ERP Microsoft 365 experience would be preferable.
