IOM’s DCR programme looks at the linkages between environmental changes and human mobility in Indonesia. For that IOM works alongside and contributes to strengthening the capacity of government partners at national and local level, empowers communities to participate and take action, supports partners and humanitarian coordination structures. Specifically for the Asia Regional Migration Program, the unit will implement ongoing IOM Indonesia’s thematic works on labour migration and migration governance.

Under the direct supervision of National Project Officer and the overall supervision of the Programme Coordinator, the Project Assistant II will support the coordination and implementation of related IOM Indonesia’s project activities across labour migration, climate change adaptation, and humanitarian assistance to migrants and internally displaced people, aiming at strengthening the capacity of government partners and counterparts at the national, sub-national level, civil society organizations, communities, international/national organizations.

Responsibilities and Accountabilities

  • Provide support to the National Project Officer (NPO) in the daily operational coordination, implementation, and monitoring of project activities.
  • Contribute to the development or revisions of project plan and activities, timeframes and cross cutting issues related to the project;
  • Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  • In coordination with the NPO and Project Administrative Team, prepare estimated budgets for project activities, monitor the budget, and ensure the timely submission of expenditure, obtain necessary approval and update budget related information.
  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions, etc.
  • Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  • Draft correspondence on project issues; prepare/draft and update reports, briefing notes, graphics, statistical tables, meeting notes, presentation, press-releases, projects’ and donor’s visibilities, and other forms of documentation.
  • Support to maintain coordination and relationships with government and nongovernment stakeholders at national and sub-national levels to ensure their continued support and engagement across the projects;
  • Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
  • Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
  • Assist in monitoring work of implementing partners and consultants and report non-compliances to the supervisor.
  • Provides guidance/training and intake support to new/junior staff.
  • Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Experience

  • Indonesian national with good knowledge and experience in project implementation and operations in the field of migration, development, international cooperation;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • A high level of personal commitment, efficiency, flexibility, drive for results, respects for diversity, creative thinking;
  • Excellent interpersonal skills and demonstrated ability to work effectively in a team environment;
  • Ability to establish priorities and undertake assigned tasks with minimum supervision.
  • Ability to manage workload within general schedule of work, instructions, and standard practices;
  • Ability to present technical information and draft written documentations in a concise and timely manner in both languages;
  • Ability to manage project’s data, information, and knowledge resources;
  • Ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
  • Ability in graphic design, project’s visibilities, and content creation is an advantage; and
  • Excellent computer skill (word-processing, spreadsheet, database, e-mail).

Languages

Fluency in English and Bahasa Indonesia, both written and spoken.
