As we grow, we seek a Finance Controller and Procurement Support Officer to help ensure the financial soundness of our projects and the smooth operation of our procurement and taxation processes. This role will be instrumental in building more inclusive, equitable, and climate-resilient cities.

For nearly a decade, we have worked in over 20 cities and have established platforms for new voices to engage in city-making, notably through the annual Urban Social Forum. This unique civil society-led event brings together practitioners, civil servants, and students to shape the future of our cities.
Position Background
Kota Kita’s programs are primarily funded through partnerships with international donors, government agencies, and the private sector. Though varied in scope and duration, these projects share a common goal: fostering urban development that prioritizes the needs and rights of marginalized and vulnerable populations.
As Kota Kita expands, so do the complexities of managing multiple projects with diverse budgets, timelines, and reporting requirements. This growth demands a more robust and efficient financial management system, alongside vital procurement and taxation support, to maintain the seamless operation of our daily activities.
The Finance, Procurement, and Taxation Support Officer role ensures that our financial and procurement practices remain transparent, accountable, and aligned with local regulations and donor expectations. The position will also strengthen tax compliance, mitigating risks associated with financial management and procurement processes. By filling this position, we will improve our capacity to manage resources effectively, enabling us to continue positively impacting urban communities across Indonesia.
Key Responsibilities
The key responsibilities of the Finance Controller and Procurement Support Officer include:

Finance Controller:
- Budget Management: Assist in developing project budgets in collaboration with senior finance staff and project managers.
- Expense Monitoring: Monitor and correctly record project expenditures, ensuring they align with approved budgets and flag variances to senior management.
- Financial Reporting: Support preparing periodic financial reports for management, donors, and relevant stakeholders.
- Accounts Management: Oversee accounts payable and receivable to ensure timely payments and follow-ups on outstanding invoices.
- Audit Assistance: Coordinating periodical audits and supporting documentation as auditors require.
- Financial Record Keeping: Maintain accurate and up-to-date financial records and documentation in compliance with organizational policies.

Procurement and Taxation Support:
- Procurement Management: Help develop and implement procurement policies and procedures, ensuring compliance with organizational and donor requirements.
- Vendor Coordination: Maintain relationships with vendors, ensuring timely delivery and quality compliance.
- Procurement Documentation: Manage procurement records, including contracts, purchase orders, and invoices.
- Tax Compliance: Assist in preparing and filing tax reports, ensuring compliance with local tax regulations.
- Tax Advisory: Support project teams with guidance on tax-related matters, including VAT, withholding tax, and other applicable taxes.

Compliance and Risk Management:
- Compliance Support: Ensure compliance with financial policies, donor requirements, and local regulations in coordination with senior finance staff.
- Risk Awareness: Assist in identifying financial risks and helping to implement internal controls to mitigate potential risks.
- Risk Assessment: Identify and mitigate procurement and tax risks with senior management.
Qualification and Experience
The candidate should be:
- Education: Minimum a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Experience: At least 3 years of experience in financial management, preferably in a non-profit or project-based environment.
- Procurement Experience: Experience in managing procurement processes in a non-profit or project-based environment.
- Tax Knowledge: Familiarity with Indonesian tax regulations, including VAT and withholding tax.
- Technical Proficiency: Proficiency and excellent working knowledge of Microsoft 365 Suite and Google Docs Editors.
- Communication Skills: Professional-level verbal and written communication skills in both English and Bahasa Indonesia.
- Ability to Multi-task: Managing multiple tasks and priorities in a fast-paced environment.
