USAID SEGAR is seeking one short-term technical assistant (consultant) strengthen SP4N LAPOR at National level and in West Kotawaringin district and to collate and present lessons learned.

USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia´s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth. USAID SEGAR works to ensure that environmental governance (EG) bodies and natural resource managers equitably enforce NR laws, policies, and regulations (Outcome A.3.). Part of the strategy to achieve this outcome is to strengthen the demand for/supply of improved environmental governance by public, private, and civil society stakeholders.
For several years, the Activity has supported the improvement of SP4N LAPOR (an integrated public complaints management system managed by the national government) to better manage community-level reports on environmental threats and transgressions in four pilot districts (North Aceh, Sanggau, East Kutai, and West Kotawaringin) and one province (Aceh). In FY25, the Activity will support the West Kotawaringin district government to develop a SP4N LAPOR glossary, which will conclude the Activity’s support for strengthening SP4N LAPOR at district level. In parallel, the Activity will consolidate lessons learned from the pilot districts/province, and scale them up to a national level through policy dialogues and development of national glossary. The consultant will be hired to support these activities.

Expected Outputs and Outcomes

•  Output:
  1.  A draft glossary for managing reports on environmental transgressions developed and proposed to the           West Kotawaringin district government.
  2. A draft glossary for managing reports on environmental transgressions at the national level developed             and proposed to KemenPAN-RB.
  3.  A report and presentation material consisting of lessons learned on developing SP4N LAPOR at                        district/provincial/national levels.
• Outcome:
  A.3: Environmental governance bodies and natural resource managers equitably enforce natural resource laws, policies, and regulations across the range of actors and stakeholders that influence biodiversity conservation and greenhouse gas emissions from land use.

Key Tasks

Qualifications

• Bachelor’s degree in subjects relevant to natural resources management including but not limited to forestry,           agriculture, environmental science, law, and sociology.
• Minimum 7 years of experience working with the national and local government on issues that are relevant to         environmental governance, public participation, complaint/grievance mechanisms, and law enforcement.
• Strong understanding and experience using digital tools or apps for the management of public                                     complaints/reporting.
• Demonstrated understanding of the roles and dynamics of various stakeholders (government, non-government,     and private sector) in natural resources management.
• Demonstrated knowledge and experience in producing high quality reports in work related to management,             planning, monitoring and evaluation.
• Good English and fluent in Indonesian.
