 JOB DESCRIPTION & RESPONSIBILITIES

1. HEALTH, SAFETY & ENVIROMENTAL 

• Comply with all applicable health, safety and environmental laws, regulations and statutory obligations at all times and knowledge of Mine Safety and Inspection Act & Regulations. 
• Establish effective and measurable site objectives, targets and ensures that effective policies, procedures and work instructions are implemented.
• Promote awareness of HSE practices to all employees.
• Manage the effective HSE performance of the department (including subcontractor) and report performance and continuous improvement actions.
• Regular for internal KPI / hazard identification inspections in operational areas. 
• Provide planning and management of the overall HSE Management System Development activities.
• Ensures the Safety and Health Plan at location of work site is prepared and implemented.
• Ensures there are safety messages in each Incident Action Plan.
• During initial response, document the hazard analysis process, hazard identification, exposure assessment and controls.
• Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work plan.
• Review the Incident Action Plan for safety implications.
• Exercise emergency authority to prevent or stop unsafe acts.
• Investigate accidents that have occurred within incident areas.
• Review MCU employee.
• Assist sites to comply with company and other regulations by helping them produce required documentation such as Emergency Response Plans, Audit Reports, Project Risk Assessments, SWP’s, JSEA’s, checklists.
• Ensure all HSE Management System Documents are maintained and reviewed and update HSE documented information repositories regularly.
• Working closely with the client, Training and operations team ensure that reporting is timely and effective and that adequate and accurate statistics.
• Ensure non-compliance and breaches of policy are brought to the attention of management in writing in a timely fashion.
• Maintain schedules for safety meetings and topics of discussion
• Check and ensure personal protective equipment (PPE) according to safety standards and is available on site.
• Provide ongoing support to Operational and Maintenance Personnel to address HSE issues and to contribute towards HSE improvement. Provide feedback on problems or areas for improvement.
• Continually monitor and follow up findings, audits, update and supporting documents and evidence to uploading in Intelex system.
• Work closely with the HSE Manager to ensure the goals and objectives on site and target are achieved to the required standard.
• Conduct tour inspection to ensure that all HSE policies, procedures, rules and regulations are communicated and adhered.
• Perform campaign and socialization regarding HSE management system set up and implementation as per company regulation i.e. Work permit system, fundamental safe working procedure and job safety analysis.
• Assist the Maintenance Supervisor with securing area and completing the initial incident report for all incidents that occur at work area by collecting relevant data (take pictures, interview people involved, acquire witness statements, answer all required reporting questions, etc.), and assist incident responders with activities as requested by the HSE Manager.=

2. REPORTING & RECORDS 

• To provide accurate and timely reports for all accident investigations, hazard report record, weekly HSE report, monthly statistics, and ensure trends are monitored and information is available as required.
• Provide safety statistical information and trends to Departments monthly and as required
• Reporting of all environmental health & safety incidents including company loss property.
• Review existing training documentation, records, systems.
• Implement Gap Analysis on current system and provide solution to cover non conformance.
• Reporting of all environmental health & safety incidents including company loss property.

3. TRAINING

• To provide site inductions for all persons entering location of work, and ensure all persons have been assessed to be adequately trained to perform their duties.
• Manage the HSE training plan requirements and training record of compny personnel.
• All employees and supervisors are provided with on-going training in HSE and discuss with HSE Manager for personnel that will be involved in the training session, plan and scheduled.
• Propose multi-phased inhouse training program for site-based personnel to be reviewed by Management
• Produce projected budget costing and needs for training program.

 4. ETHICS

• Maintain Company confidentiality in relation to HSE incidents, accidents and Employee.

The successful applicant must have the following attributes, skills and experience:
• Occupational Health, Safety and Environmental, Mining Engineering /Geology background is preferred.
• Proficient in English language both in verbal and written.
• Have a relevant with direct experience in Mining/Exploration, or drilling operation safety.
• At least 3 years’ experience in HSE operation and exposure to best practices in OHS compliance, management, monitoring, and studies management safety system. 
• Hold AK3 umum certificate is mandatory. 
• Hold POP certificate as minimum.
• Hold SMKP training certificate, internal audit of SMKP is preferred. 
• Familiar with electronic safety reporting system, Such as ICAM, Taproot will be an advantage. 
• Good Knowledge of safety, health & environmental management, operational safety, HIRADC system.
• Must have a good understanding of prevailing Indonesian HSE regulations especially for the mining and related industries.
• Experience in developing of manual SMKP and internal audit of SMKP is preferred. 
• Good teamwork and interpersonal skills.
• Good Clerical skills, fast learning, self-motivated, and good communication skills is must.
• Computer literacy in Microsoft Office is a must.
• Preferably domicile in Cileungsi Bogor or surrounding area.
• Willing to work at CIleungsi Bogor but travel visit to the jobsite will be required.
