UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Indonesia, addressing humanitarian-peace-development nexus is critically important given its highly diverse population, complex governance system and ensuring humanitarian and conflict affected areas at the sub-national level. Women and girls are disproportionately affected by conflicts and emergencies, including in the ensuing COVID-19 pandemic. Sustainable development and effective humanitarian response to crisis, including COVID-19 pandemic are not possible without peace. Humanitarian relief, development programmes and peacebuilding do not happen in sequence. Rather, they are all needed at the same time. WPS is a significant normative and policy framework that addresses the gender-specific impacts of conflict, displacement, disasters and crisis. It supports moving from exclusionary to democratic decision-making, from gender inequality to gender justice, from conflict and violence to sustaining peace, and to building prosperous and stable societies.
Under the UN Women Indonesia SN-AWP 2021-2***, governance and WPS is one of the programme priorities funded by various donors. It is also fully aligned with Indonesia UNSCDF 2021-2*** and contribute directly to the ‘Peace Hub’ joint programming initiative of UNODC, UNDP and UN Women under the leadership of the UNRC office. With the new programme, “Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia” funded by KOICA, UN Women Indonesia anticipates to expand further in the next three years. It also has a close linkages with the ASEAN-WPS Project, which includes Indonesia country level implementation covering the areas of peace-humanitarian nexus.
Under the overall supervision of the Programme Specialist, ASEAN Governance & WPS with matrix reporting to Programme Management Specialist/Head of Programme Indonesia Country Office , the Communication and Advocacy Officer will be responsible for leading communication and advocacy for the project. S/he contributes to effective programme communication and visibility of UN Women’s work to support Indonesia to promote women’s empowerment and leadership in addressing humanitarian-peace-development nexus.
1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
- Provide analysis for elaboration of communication strategies; ensure gender perspective;
- Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary;
- Monitor and analyze print and social media and provide analysis to the Regional Programme; and
- Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns, special events, and field visits.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials
- Draft briefing materials, and press releases and coordinate its dissemination through effective channels;
- Identify storylines for publication and articles;
- Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
- Regular production and dissemination of Newsletters to stakeholders and networks;
- Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials; and
- Follow guidelines from HQ and RO.
3. Coordinate media relations in support of the project/programmes
- Coordinate the establishment of relevant relationships;
- Maintain list of relevant media in country;
- Respond to inquiries for public and UN system information materials;
- Organize roundtable discussions, press conferences and briefing session for press, as required;
- Draft talking points.
4. Build and maintain partnerships and maintain relations with donors
- Maintain relationships with partners and alliances to enhance visibility;
- Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors, as delegated.
5. Coordinate UN Women web/ online presence
- Coordinate UN Women websites’ content and maintenance based on corporate requirements;
- Coordinate UN Women social media accounts in line with corporate social media policy; and
- Upload information to knowledge management system on a regular basis, including news, updates, resources.
6. Facilitate knowledge building and sharing
- Identify and synthesize best practices and lessons learned directly linked to programme goals and activities; and
- Organize and conduct training and workshops on communication and advocacy, as appropriate.

Education and certification:

Experience:
- At least 2 years of professional work experience at national or international level in public relations, communications or advocacy;
- Demonstrated understanding of gender equality and empowerment of women and girls is required;
- Experience working in the UN system in the Asia-Pacific region, particularly related to Indonesia, is an asset;
- Experience in the use of social media and other innovative communication/advocacy channels;
- Work experience with KOICA is an advantage.
Language Requirements:
- Fluency in English is required;
- Working knowledge in Korean is desirable
- Working knowledge of another official UN language is an asset

Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.
The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.
Badan Restorasi Gambut Results Enabling Facility (BRG REF)
Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.
In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.
Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.
In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.
