Program Background

Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a new three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.

PROAKTIF has two outcomes that emphasize Australia’s intent to support and empower the TNP2K Secretariat over the next three years: 1) TNP2K makes an effective contribution to reforming and improving poverty alleviation programs in Indonesia, and 2) Enabling facility optimises TNP2K performance, including in the promotion of GEDSI and performance monitoring.

The Role
Senior Data Management Specialist supports the Manager of Research, Development and Data Management Unit in research, developing, managing, disseminating, utilizing a unified targeting system, and ensuring improvement of targeting beneficiaries of social assistance and income generation intervention.

About You

It is expected that the successful candidate will possess the following: 

Education and experience:

• Advanced degree in relevant technologies: information technology, computer science, information system, mathematics, economics, or related areas.
• Demonstrated problem-solving skills and aptitude for learning emerging technologies.
• Minimum 10 years of relevant work experience in targeting databases operation.
• Proven track records in the medium- to big-scale relational database design, operation, and maintenance.
• Extensive experience in managing large scales quantitative population database such as Census, DTKS, P3KE, OMSPAN.
• Strong experience in IT development and backend web service development and execution, under tight deadlines with multiple stakeholders.

Technical Skills:

• Deep understanding of Indonesian policy, programs, administration system and having experiences in policy development and reform.
• Proficiency in using SQL-based RDBMS, particularly Microsoft SQL Server 2019 or later.
• Familiarity with requirements analysis, software development fundamentals, database management, database performance tuning.
• Familiarity with statistical analysis software packages such as STATA/SPSS/SAS is advantageous.
• Some experience in web programming with PHP, Java, CMS, BI (Business Intelligence) development tools and other web development tools.
• Familiarity with problem solving, data maintenance, database security, database documentation, system administration and promoting process improvement.

Interpersonal Skills:

• Demonstrate strong interpersonal skills.
• Proven record of strong client relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions / ministries.
• Proven record of providing prompt and quality response to client requests.
• Ability to effectively communicate internally and externally, share information with colleagues, clients, and management.
• Excellent presentational and writing skills are required.

Teamwork Skills:

• Dedication to working in teams.
• Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies, and non-government agencies).
• A strong record of working across organizational boundaries is required.

Time management skills:

• Ability to prioritize and manage time efficiently.
• Can handle multiple tasks effectively and coordinate a team to meet deadlines.
• Ability to manage uncertainty and adjust to a changing work program.

Language Skills:

• Fluent in written and spoken both Bahasa Indonesia and English.

Other Requirement:

• Willing and able to travel for work.

Remuneration The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates’ relevant skills and experience. This is a fixed-term position.
